Listen carefully, and I will explain to you the meaning of all phenomena being without intrinsic nature, without arising, without ceasing, originally peaceful, and naturally completely extinguished. This is the second, urging as an antidote and indicating permission to explain. The ultimate truth should be understood in this way: I, considering the three kinds of no-self-nature, have taught that all phenomena are without intrinsic nature. From this point onwards, it is the second, showing the correct answer as requested. This also has two aspects: explaining extensively with simple words, and mentioning and repeating the explanation with verses.
