Because it has not arisen. 'Conditioned by ignorance, activities arise,' and so forth, indicates the meaning of arising from the cause of ability. Even if all phenomena are immovable and impermanent, not all fruits arise from just any condition. Why is that? Because the specific abilities of phenomena differ. As it is said, 'From the power of non-contact, activities arise, and from the power of birth, aging and death arise.' The extensive differentiation should be understood as it appears in the treatise requested by the noble Bodhisattva Maitreya. 'Thereby, only a great mass of suffering will arise,' as it is said in the Treasury Treatise: 'Thus, "only" means that there are only activities, and there is no self or what belongs to self.' 'A great mass of suffering' indicates that the accumulation of suffering has no beginning or end. 'Will arise' indicates that the aggregates of suffering are born. In the Great Commentary on Specific Teachings, it is also said that these twelve links of dependent origination have roots, trunks, branches, leaves, flowers, and fruits, just like a great tree. The roots are ignorance and action. The trunk is name and form. The branches are the six sense sources. The leaves are contact and feeling. The flowers are craving, grasping, and existence. The fruits are birth, aging, and death. Some of the trees of the twelve links of dependent origination have flowers and fruits, while others do not. Those with flowers and fruits are ordinary beings and trainees. Those without flowers or fruits are Arhats. In the Treatise on the Stages of Yoga Practice, it is also said, 'In dependent origination, what is like a sprout of suffering?'

What is like completely guarding the sprout of suffering? What is like the tree of suffering?
