即是说,戒律的支分全部没有缺失。不扰乱戒律,是指恶魔等其他外道不能扰乱,即不能改变。不轻戒律,是因为以精进的力量串习的戒律,以及对甚深之法修习安忍的戒律。不向他人炫耀戒律,是因为对我和我所显现执着的对治,修习无我的戒律。不欺骗的戒律,是因为果不欺骗,以及不欺骗包括天、人和在内的世间。正直的戒律,是因为心中没有虚伪。如所发誓地行持戒律,即是圆满圣者的意义。戒律利益有情,是利他的自性。如是具有自性的戒律,即是菩萨在行持无量行时,手和脚等被砍断也不计较,因为能分别觉悟法性。圆满资粮的业也不会衰减,迅速现证无上圆满正等觉。因此,应当安住于修习甚深之法,并且在一切时处都不要舍弃利益有情之事,如是宣说。 过去世,等等。为了宣说这些,过去世有如来名为宝莲月清净显胜王,在九十俱胝那由他百千劫中,如所说般利益有情后入灭。世尊彼入灭后,正法衰败之时,有一国王名为勇施。其王宫名为珍宝具足,宽广浩大,等等。如是于大恐怖之时,邪见外道的密咒完全充斥。

That is to say, all the branches of morality are without deficiency. Not disturbing the precepts means that demons and other outsiders cannot disturb them, that is, they cannot be changed. Not diminishing the precepts is because they are the precepts that have been practiced by the power of diligence, and the precepts that have been cultivated with patience in the profound Dharma. Not showing off the precepts to others is because they are the precepts of cultivating selflessness, which is the antidote to the manifestation of attachment to self and what belongs to self. The non-deceptive precepts are because the result is not deceptive, and because they do not deceive the world, including gods, humans, and others. The upright precepts are because there is no hypocrisy in the mind. Practicing the precepts as vowed is to perfect the meaning of the holy ones. The precepts benefit sentient beings, which is the nature of benefiting others. Having such a nature of precepts means that when a Bodhisattva practices immeasurable practices, he does not care if his hands and feet are cut off, because he can separately realize the nature of Dharma. The karma of perfecting the accumulation will not diminish, and he will quickly realize the unsurpassed perfect and complete enlightenment. Therefore, one should abide in the practice of profound Dharma, and one should not abandon the benefit of sentient beings at all times and places, as it is said. In the past, etc. In order to declare these, in the past there was a Tathagata named Jewel Lotus Moon Pure Manifestation King, who benefited sentient beings as he said for ninety kotis of nayutas of hundreds of thousands of kalpas, and then entered into Nirvana. After the Blessed One entered Nirvana, when the True Dharma declined, there was a king named Brave Giving. His palace was called Jewel Possessing, wide and vast, and so on. Thus, in the time of great terror, the secret mantras of heretical non-Buddhists were completely filled.

When obscured by the darkness of delusion, it happened that such a sutra was abandoned by many beings. Because of this, seven thousand Bodhisattvas who diligently taught the profound Dharma were expelled from villages, cities, towns, regions, the vicinity of royal palaces, and lands. Then, together with the Dharma speaker Flower Moon Beauty, they relied upon and resided in the forest called Samantabhadra. They taught these monks this Dharani Dharma discourse. That forest was always adorned with various kinds of flowers and fruits, pleasing to the mind. Filled with various kinds of trees, with various colors, blue and yellow, and adorned with various kinds of grasses and sprouts that were pleasant to the touch, emerging from the earth. The caves of various rocks and stones were wide and tall, and adorned with beautiful jewel mountains, extremely pleasing. The water was adorned with immaculate water, with water-born flowers such as lotuses and blue utpalas. Countless Buddhas resided there. Assemblies of hermits, accomplished ones, vidyadharas, gandharvas, and kimnaras resided there. The sounds of kalavinkas, cuckoos, peacocks, parrots, mynas, and geese, which were in harmony with meditation, filled the air. Like the joyful grove of the Thirty-Three, it was extremely pleasing. In that great forest of Samantabhadra, a place conducive to yoga, those Bodhisattvas dwelt, diligently striving in yoga through four modes of conduct. Then, the Dharma speaker Flower Moon Beauty went alone to a solitary place and entered into perfect inner absorption. With the divine eye born from the power of samadhi, he saw that many hundreds of thousands of Bodhisattvas, who had previously planted roots of virtue, were born here from various world realms. If they were to obtain this Dharani Dharma discourse, they would become non-retreating from the unexcelled, perfect, and complete enlightenment. Then, because that Bodhisattva Sangha did not understand his intention, they tried to stop him, saying, "We do not want you to go to the royal palace," etc. To explain the reason, they asked, "Why?" They said, "If many arrogant people appear, they might kill living beings, which would not be good," etc. "Living one, you are very beautiful, with a noble countenance, pleasing to behold, adorned with all the marks, captivating to the eyes and mind, if the king or others, out of jealousy and stinginess, were to kill you, it would not be good," they said. Having said this, the Dharma speaker Flower Moon said this to the Bodhisattva Sangha: "If I protect myself..." etc. Merely protecting oneself will not protect the teachings of the Tathagata. In order to extensively explain these meanings in the rhythm of verses, they said, "Abiding in the notion of self, one cannot protect this teaching." etc. Abiding in the notion of self, one cannot protect this teaching. Because the sacred Dharma teaching of the Tathagata should be practiced with great diligence, abandoning attachment to self and others, and attachment to the qualities of form, etc., and by serving the Tathagata, one can protect it. When the sacred Dharma is about to be destroyed, those who practice equanimity are not showing respect to the Tathagata. You, for your own benefit, strive to protect yourselves, may you be well.
