Because there are many, it is said "certainly arises," meaning it has the necessity of certainly arising. Here, it should be understood that certainly arising refers to certainly becoming a Buddha. Why? Because other than this, the power of bestowing the key instructions lies in this, why would there be a need to cultivate and realize it separately? Being able to bestow it lies in the confidence here. What is it like? It is said "ten powers are unimpeded," that is, the Bhagavan blessed the ten powers, and those are due to the power of the Buddha, so they are in accordance with the Buddha. They are unimpeded to those minds, because there is no obstruction, they can uproot the afflictions of those to be tamed, therefore it is the confidence of certainly arising key instructions. The sutra also says that the power of the perfectly complete Buddha is indestructible. How is it? The Bhagavan cultivated and realized the power of the perfectly complete Buddha, and obtained the indestructible power of the vajra heart, so like the Buddha, it is unimpeded. That is, by piercing through the path of liberation, one can understand the cutting off of the afflictions of those to be tamed. Thus, because of fearlessness and so on, there is no fear and no retreat. Because one does not understand, if one debates with outsiders or is in an unfavorable situation, one will retreat. Because one has cultivated and realized fearlessness, one can proclaim without hesitation. The sutra also says that the power and fearlessness of the Tathagata are without retreat. What is called belonging to the wisdom of the Buddha is to indicate the omniscient wisdom itself by other names. The distinction of individual correct understanding is different, it is through it. The Sutra Pitaka and so on, the word "and so on" includes proclaiming with sound and prophecies and so on. Thinking about these six principles is discernment, through it, one can explain the various names and different intentions of those dharmas, so it is called inexhaustible confidence. The sutra also says that the principles of dharma are understood by the distinction of individual correct understanding of the omniscient wisdom.
