It is because of focusing on equality itself. It comes from the complete accomplishment of that equality. The compassion of the Hearers is not in the form of delivering beings; it only occasionally focuses on beings who engage in desire. The great compassion of the Tathagatas is in the form of not abandoning beings of the three realms as its object, in order to completely protect beings who are tormented by the three sufferings as appropriate. It arises and is equal towards all beings, like a merchant's love for his only son, so it does not abandon. It is also always present, because the realm of beings is limitless, so the times for completely maturing beings are also continuous and do not cease, and it does not go beyond the time for completely maturing beings. Because of having that, they are the Tathagatas. As it is said, 'Son of good family, the great compassion of the Buddhas, the Bhagavat, arises for beings. It should not be said that it does not arise.' Why is that? The great compassion of the Buddhas, the Bhagavat, is always arising. From 'The Tathagata, having realized complete enlightenment with rootless and baseless Bodhi, therefore these beings, for all these dharmas, are rootless and baseless, and cannot comprehend them; I will make them comprehend them,' thus the great compassion of the Tathagata arises for beings, like this, it is extensively taught. Therefore, the Tathagata observes the world three times during the day and three times during the night. If so, how is it always present? Because the continuum of activity is uninterrupted, there is no contradiction in saying that, it comes from the complete accomplishment of that equality. Some beings, because of the form body displayed by the Tathagata, according to their liking, although those Tathagatas abide in non-proliferation, by the power of the wisdom of equality, they will see the form body of the Tathagata as being like the nature of vaidurya, etc. As it is said, 'Some gods and humans will see the Tathagata as being like the color of gold,' etc.

It comes from the complete accomplishment of equality, which shows all kinds of appearances. As it is said, like a precious beryl, it shows in every way, and for the sentient beings to be tamed, the Tathagata shows the color of a precious beryl without any hindrance, and so on. With words that should be taken to heart, such as the activities of speech that cause sentient beings to be completely matured, and to obtain joy, faith, and supreme joy, the words of the Tathagata are heard according to one's own inclinations. The Tathagata is of the nature of non-elaboration, therefore he does not discriminate. Thus, no god or human being can transgress the words of the Tathagata, so it is indeed a word to be taken to heart. Therefore, since there is no transgression of the teachings, the Buddhas, the Bhagavat, are said to have spoken without error, from the complete accomplishment of that equality. The term "world" refers to the five aggregates, because they are perishable. That which is pacified is what and where, namely the path and nirvana. These two are of one taste, because there is no imputation, it is the nature of complete accomplishment. Therefore, because it is naturally pacified, it comes from the complete accomplishment of that equality. The things of the world are the eight things, such as gain and loss. These are of one taste, that is, not being arrogant when gaining, and not being depressed when not gaining, likewise, not being attached to happiness, and not being angry with suffering. It is said that for the noble ones, it is like sandalwood and candana. Being separated from the imputed worldly dharmas, because it is always of one taste. From the complete accomplishment of that one taste of equality. Qualities are the dharmas that are in accordance with the aspects of enlightenment and so on. Establishing the seeds of these, as well as nourishing, as well as completely ripening, as well as generating from the gate of liberation. Like a jewel, it does not discriminate, but by the power of the Tathagata, they arise in other continuums, therefore it is said. The word "very" is mentioned, which is not yet generated.
