Then, why doesn't the Dharma approach the sky? If it is not so, then what does the thing that exists in all things explain? The sky has neither effort nor manifestation, and the action is, for the sky, this is distinguishable, this is indistinguishable, there is no such discriminating thought. Similarly, when the rays of the moon, sun, and lamps, etc. appear, although there is no effort, they appear and make form, etc. very clear. Wish-fulfilling jewels, etc., are also free from effort, and can fulfill the wishes of sentient beings as they wish. Mentioning the sky is just an example, this should apply to everything. Similarly, when the Tathagata's pure Dharma realm abides in its own nature, it can also manifest the activities of benefiting sentient beings without effort. Therefore, it is called the explainer of the Tathagata's pure Dharma realm, wisdom, incarnation, and the accomplishment of all sentient beings' activities. All wisdom refers to fire-like wisdom, etc. All incarnations refer to body, speech, and mind incarnations, etc. Accomplishing all sentient beings' activities refers to accomplishing and achieving whatever sentient beings need, that is, whatever is needed. Explaining these is because these are the things that approach the cause and condition of arising. No effort, no manifestation, etc., refers to attention, that is, the mind moving from one object to another. Manifestation refers to the complete agitation of the mind. Another way is that the incarnation of wisdom, the complete enjoyment body, and the nature of the incarnation, are called the explainer of all the causes of accomplishing sentient beings' activities. Because it is vast due to its inexhaustible nature, because it is unobstructed, and also because it arises by its power like non-discrimination. It is said that just as the sky, etc. enter into the activities of explaining the arising of form, etc., although there is no elaboration of effort, etc. of self-grasping and grasping at self, all the differences of actions will appear, just like that.

Therefore, it is said that the Tathāgata, in the realm of the uncontaminated, with complete freedom from the elaboration of effort in grasping at self and grasping at what belongs to self, as well as all the wisdom, emanations, and activities of benefiting sentient beings, all arise from the power of previous manifest accumulation. Whoever is endowed with all the excellent marks and signs, dwells for as long as the kalpa at the edge of saṃsāra, and because of dwelling in the dharmakāya, although they have no conceptual thought, by the power of the strength of previous aspirations, all the emanations of wisdom perform the deeds of sentient beings. This itself is the supreme, inconceivable nature of the Tathāgatas. At that time, the Tathāgata does not have conceptual thoughts such as, "This I have done; this I have not done." However, due to the power of previous actions, just as waking up from sleep and rising from cessation, the activities as described above also manifest. As the noble Sagaramati has taught, for example, a bhikṣu strikes a ghaṇṭā, blessing it until entering cessation. Even though he does not conceptually think that he does not hear the sound of the ghaṇṭā in his ear, nevertheless, it will occur. It is like that which was said. If the completely pure dharmadhātu has gone after all that is knowable and abides without difference, then because of being without difference from it, will it also become like it, with arising and ceasing? Or, because there is no arising and ceasing, is it not abiding without difference from that which is knowable? For example, in the sky, the arising of various forms is seen, and ceasing is also seen, and so forth. Just as, although form and so forth have arising and ceasing, it abides without difference from it, and the characteristic of its opening is that in the sky there is no arising and ceasing. Likewise, the completely pure dharmadhātu engages in opening wisdom, emanations, and all activities of benefiting sentient beings, and abides without difference from it, but it also has no arising and ceasing. This is how it is said. With that in mind, Mañjuśrī's birth
