Because existence is looking back at re-existence. Therefore, it is believed that there is a throwing of re-existence again and again. Therefore, only ignorance has power over the action of throwing re-existence, but not craving. Briefly speaking, as it is extensively stated in the sutras, "regarding meritorious and non-meritorious actions," it refers to the practice of meritorious and non-meritorious actions in the desire realm. Craving has an effect on throwing re-existence, because desire realm craving will further engage in these, that is, further engage in meritorious and non-meritorious actions. How about unwavering action? It refers to the actions practiced in the form and formless realms. How does desire realm craving affect them? Because what is focused on the upper realms does not have the craving of the lower realms, and the desire for it is in accordance with the intention for the Dharma, this is the established tenet. The craving of the form and formless realms also does not affect it. Why? Because without generating meditative stabilization and formless stabilization, there is no opportunity for craving focused on it to arise. That is to say, there is no opportunity for craving focused on the form and formless realms to universally arise. As it is extensively stated in the sutras, "Thus, craving is its own realm," it means that craving is certainly focused on the same realm and ground. Since it is certain that it is focused on its own realm and ground, then, because it is not focused on different realms and different grounds, desire realm craving does not affect the actions practiced in the form and formless realms. The craving of the form and formless realms, if meditative stabilization or formless stabilization arises, then it universally arises focused on it. Therefore, it is not reasonable to affect the unwavering action that has already arisen. What is ignorance? It is not necessarily focused on its own realm and ground, because it also focuses on different realms and grounds. Therefore, it is reasonable that only ignorance has power over the action of throwing re-existence, that is to say, regarding the ignorance that universally confuses the three realms.
