The teacher possesses unsurpassed power and qualities. This itself has four aspects: uncommon qualities, qualities of possessing a collection of resources, qualities of possessing immovable power, and qualities of constantly and continuously engaging. Among them, the uncommon quality is indicated by "being extremely knowledgeable about the state of mind of all sentient beings," that is, knowing the realms, nature, thoughts, and habitual tendencies of sentient beings, and teaching the Dharma accordingly. The quality of possessing excellent resources is indicated by "having attained the supreme pure faculties," that is, the six faculties such as the eye, and the faculty of faith, etc., are the resources for realizing the Dharma and establishing its meaning. These are different from other faculties, and one faculty can control everything, so it is called the supreme faculty. For example, the eye can see, and similarly, the other faculties such as the ear can hear, the nose can smell, and the tongue can taste can also do these things. In this way, one faculty can do all things, and this supreme faculty has also reached the ultimate and become the most excellent, called obtaining various kinds of attainments. The quality of possessing the power of non-discouragement is indicated by "being skilled in completely destroying the boundaries of the afflictive habitual tendencies of all sentient beings," that is, for all sentient beings belonging to the three realms, five destinies, and four modes of birth, the afflictive habitual tendencies that have been cultivated and accumulated since beginningless time, and the connection of taking the next aggregate, are skillfully uprooted from the root and completely abandoned without any remaining, therefore, there is no knowledge of discouragement. The quality of constantly and continuously engaging is indicated by "the deeds of the Buddha are spontaneously accomplished and are constant and uninterrupted," that is, for the deeds of the Tathagata, causing sentient beings who have not entered this teaching to enter this teaching, causing those who have entered to be completely matured, and causing those who have matured to be liberated, without the need for diligence and effort, naturally and spontaneously accomplished, and these three deeds will not be abandoned until the end of sentient beings, therefore it is called constantly and continuously engaging. In short, these words show the four qualities of the Bhagavan: the quality of manifest enlightenment, the quality of teaching the Dharma, the quality of power, and the quality of not losing the benefit of oneself and others. Among them, the Bhagavan shows the quality of manifest enlightenment by saying, "The equality of all dharmas is manifest complete perfect enlightenment." Manifest enlightenment is also of two kinds: manifest enlightenment of all dharmas, and manifest enlightenment of equality. Among them, manifest enlightenment of all dharmas refers to the thorough understanding of names, signs, and discriminations without error. Manifest enlightenment of equality refers to the thorough understanding of suchness. Therefore, manifest enlightenment of all dharmas shows that one possesses unobstructed wisdom, and manifest enlightenment of suchness shows that one possesses unattached wisdom. The two sentences, "Turning the wheel of Dharma, possessing an extremely tamed and infinite assembly of disciples," show the quality of teaching the Dharma. The four sentences, "Having attained mastery over all dharmas," and so on, show the quality of power. Power here refers to the six kinds of higher knowledge: magical power, the divine eye, knowing the minds of others, the divine ear, remembering past lives, knowing death and rebirth, and knowing the exhaustion of defilements. Among them, "Having attained mastery over all dharmas" shows the manifest knowledge of magical power. Because one has attained mastery over all dharmas through the divine eye, which can directly see objects that are far away, it is also included within magical power. By knowing the thoughts of all sentient beings, it shows the three higher knowledges of knowing the minds of others, the divine ear, and remembering past lives. The two sentences, "Having attained the supreme of noble faculties, and being skilled in destroying the connection of the afflictive habitual patterns of all sentient beings," show the manifest knowledge of the exhaustion of defilements. "Defilements" refers to afflictions. Among them, "exhaustion" is also shown in two ways: as the antidote and as what is to be abandoned. The antidote is the supreme of faculties, and what is to be abandoned is the habitual patterns of afflictions. By saying, "The Buddha's activities are spontaneously accomplished and continuous," it explains.
