Also because there is no urgent matter. O Light Increaser, as a monastic administrator, one should be completely pure in this way, so that one does not defile the Three Jewels. One should be content with one's own gains. One should not have the thought of 'mine' towards the objects blessed by the Three Jewels. O Light Increaser, as a monastic administrator, if someone with a mind full of extreme hatred becomes angry with those who have discipline, have qualities, and are objects of generosity, or exercises power and scolds them, then that unwholesome action will cause sentient beings to go to hell. Even if they come to the human world, they will become slaves or work for others, and they will encounter beatings with fists, slaps, and weapons. O Light Increaser, furthermore, if a monastic administrator goes beyond the affairs of the Sangha and arbitrarily exercises power over the monks and scolds them, punishes them with penalties, intimidates them, threatens them, beats them at inappropriate times, and scolds them at inappropriate times, then that unwholesome action will cause him to be born in a short-lived sentient being hell called 'Many Stakes'. Having been born there, hundreds of thousands of iron stakes will be driven into his body, and he will be happy about that, and it will burn intensely, and the complete burning will spread and burn, turning into flames. Because he threatened those who have discipline, have qualities, and are objects of generosity, and spoke malicious words, having been born there, the extent of his tongue will become a hundred yojanas, and hundreds of thousands of iron stakes will fall intensely on that tongue, and those stakes will also burn, burn intensely, burn completely, completely spread and burn, turning into fire. Why is that? It is because he threatened and spoke malicious words. O Light Increaser, if a monastic administrator gathers the Sangha's wealth and does not distribute it at the proper times, and gives sparingly with stinginess, or gives to some and not to others, gives to some people and not to others, then that unwholesome action will definitely cause him to be born in the birthplace of pretas, in a place called 'Feces and Mud Giving Sinking'. Having been born there, he will take the food of other pretas.

Thus, if it is shown to them, at the time of showing it, they look at that food without blinking, and experience the painful feeling of being afflicted by hunger and thirst. Even after hundreds of thousands of years, they will not obtain that food. If they obtain that food in a state of fainting, it will turn into pus and blood. Why is that? It is because they have not pleased those who possess morality, possess qualities, and are worthy recipients of offerings, and because they are not content with their own gains. O Upali, if a monk deceitfully seeks from the Sangha, or the Sangha of the four directions, or from a stupa, the ripening of that karma is something I cannot fully describe even if I were to count it for eons. O Upali, if a monk, upon hearing such faults of deceit, becomes angry, scolds, or thinks of harming, and generates anger, I say that they are incurable. O Upali, therefore, having heard such a holy Dharma, a monk who is deceitful should purify their body, speech, and mind completely, and should protect themselves and others. O Upali, a monk who is deceitful would rather eat their own flesh than use the alms bowl, Dharma robes, medicine for the sick, or utensils blessed by the Three Jewels. Then, the venerable Mahā-Upali said to the Bhagavan: "The Bhagavan has taught the Dharma of laziness for the lazy, and the Dharma of doubt for the doubtful." Also, in the Sutra of Encouraging Higher Intentions, it says: Then, the Bodhisattva Mahāsattva Maitreya said to the Bhagavan: "O Bhagavan, those Bodhisattvas who abandon all excellent Dharmas and engage in evil deeds are of very small wisdom and will become deficient in wisdom." Having made this request, the Bhagavan said to the Bodhisattva Mahāsattva Maitreya: "Maitreya, it is so, it is so. Just as you have said, it is so, it is so. Those Bodhisattvas who abandon all excellent Dharmas and engage in evil deeds are of very small wisdom."

The field of wisdom will become inferior. Maitreya, furthermore, you should have faith, you should comprehend. Those Bodhisattvas who do not have meditation, do not have renunciation, do not have recitation, and do not seek extensive learning, those are not ordained in the teachings of the Tathagata. Maitreya, the teachings of the Tathagata are distinguished by meditation and renunciation, assembled by wisdom, abide in wisdom, and distinguished by diligence. It is not distinguished by the affairs of laypeople and service. Like this, the affairs of service are combined with unreasonable things, are delighted in manifestation of fabrication, and are stained by worldly affairs. Do not generate desire for such a Bodhisattva. Maitreya, if a Bodhisattva diligently engages in service, filling this world of the three thousand great thousand worlds with stupas of the seven precious jewels, that would not please me, would not be making an image, would not be showing respect. Maitreya, if a Bodhisattva even just holds, recites, understands, or explains a four-line verse endowed with the six perfections, that would be showing respect to me, acting as a teacher, making an image, acting as an offering. Why is that? Maitreya, the enlightenment of the Tathagatas arises from extensive learning, not from grasping things. Maitreya, if a Bodhisattva diligently engages in service, and uses the stain of service to stain a Bodhisattva who is diligent in receiving and reciting, then one who desires merit will generate a great heap of non-merit, and will also completely grasp the obscurations of karma. Why is that? Because whichever three bases of meritorious actions there are, those arise from wisdom. Maitreya, therefore, a Bodhisattva who is diligent in service should not obstruct a Bodhisattva who is diligent in receiving and reciting. This Jambudvipa is completely filled with service.
