Homage to the All-Knowing One! Homage to all Buddhas and Bodhisattvas! From the Great Foundation Sutra: Furthermore, how should monks extract the meaning from the sutras and use it for discourse, so that the teaching of the Dharma may gradually and correctly abide? How can one avoid regret and prevent the sutras from declining? The monks inquired of the Blessed One. The Blessed One replied: I will allow it. Extract the meaning from the sutras and use it for discourse. The order of teaching the Dharma should gradually and correctly abide. The sutras should also be preserved as they are. The Great Mother of Beings heard that: This son of yours has performed the twin miracle, with fire blazing from the lower part of his body and a stream of cool water flowing from the upper part of his body; fire blazing from the upper part of his body and a stream of cool water flowing from the lower part of his body. Having heard this, she was overjoyed and filled with happiness and comfort, and went to where the Blessed One was. Having arrived, with joy and reverence, she took water from those streams and sprinkled it on herself, and also washed her face. The Blessed One also pervaded the Great Mother of Beings, Gautami, with loving-kindness. When she touched those streams of water, her body became comfortable and clear. Those obscurations disappeared, and her eyes became as clear as before, and even better than before. The Tathagata has no secrets in teaching the Dharma, except for those who are not fit vessels, because inferior beings cannot understand as it is. Sharadvatiputra, therefore, the essence of this sutra spoken by the Tathagata should be extensively taught to the four assemblies and thoroughly clarified. They would revile, ridicule, and speak harshly. The monks heard the words of those who reviled, ridiculed, and spoke harshly, and reported it to the Blessed One. Then, the Blessed One said to the monks, "Monks, do not explain the Vinaya to the laypeople. If you explain it, you will incur a downfall and a misdeed." Then, King Prasenajit of Kosala, with reverence and respect, went to where the monks were. Having arrived, he said, "Venerable ones, what is the profound Dharma?" They replied, "What is the Vinaya?" The king said, "Venerable ones, excellent! Please explain it to us." The monks said, "As the Blessed One has forbidden, we cannot explain the Vinaya to the laypeople." Then, the Blessed One said to the monks, "I allow it to be explained before the royal families who have such a nature. It should be explained in a way that does not ridicule the monks." Thus, it was spoken until the end. In the "Fierce One's Questions Sutra," it is also said, "The Bodhisattva should rely on the layperson who upholds the Vinaya, and strive to subdue downfalls and afflictions. One should rely on the mantra-mother, and strive to guard body, speech, and mind." In the "Great Nirvana Sutra," it is also said, "The uncompounded Sangha is the Tathagata, the Tathagata.
