Then, Dapa Nambar Dapa was appointed as the one who upholds the sacred Dharma, and then he completely passed into nirvana. At that time, there arose a monk named Bhikshu Behavioral Wisdom, who possessed an extremely pure aggregate of morality, attained the five mundane superknowledges, and was also manifestly learned in the Vinaya Pitaka. That monk possessed the highest asceticism, was fond of unpleasant environments, and practiced within the assembly. He built a monastery and resided there, and also established his retinue in the extremely pure aggregate of morality, and they were fond of the accumulation of the qualities of learning. That monk exerted diligence and constantly abided in the mind of enlightenment. Other Bodhisattvas also correctly encouraged him to practice the same conduct, and correctly encouraged him to practice views with characteristics. He caused them to hold that all conditioned phenomena are impermanent. He caused them to hold that all conditioned phenomena are suffering. He caused them to hold that all conditioned phenomena are without self. That monk was skilled in samadhi, but not skilled in the conduct of Bodhisattvas, yet he possessed roots of virtue. That Dharma-speaking monk, whose conduct was pure, was skilled in understanding the superior, middling, and inferior faculties of sentient beings. As many as were in his retinue also diligently practiced the accumulation of the qualities of learning, and became those who possessed non-objective forbearance and were skilled in means. Noble son, thereafter, the Dharma-speaking monk, whose conduct was pure, together with his retinue, went to the monastery where Bhikshu Behavioral Wisdom resided, and stayed there. From that monastery, again and again, out of compassion for sentient beings, he would go to villages, perform the activities of begging for food, and then return. There, he caused hundreds and thousands of different castes to develop faith. As many as were in his retinue were also skilled in the Dharma. They also went to those places and taught the Dharma to sentient beings, and they also caused hundreds and thousands of beings to attain unsurpassed, perfect, and complete enli

Attained enlightenment. The retinue of the monk Action-Wisdom devoted themselves to meditation and no longer went to villages. Then, the monk Action-Wisdom developed a mind of distrust towards other bodhisattvas, saying: They enter the villages again and again. So he struck the bell, gathered the monastic community of monks, and made a rule: None of us should enter the villages. You are acting without awareness, do not speak little, what can you do by going to the village? Staying in the monastery is allowed and praised by the Blessed One, do not go to the village, but practice with the bliss of meditation, he proclaimed. Son of good family, then the one with pure conduct and his retinue did not listen to what he said, and went to the villages again and again. Son of good family, then when those monks returned from the village, the monk Action-Wisdom again struck the bell, gathered the monastic community of monks, and said: If from now on you go to the village, you will not stay in this monastery. Son of good family, then the monk who speaks the Dharma, with pure conduct, in order to protect the mind of that monk, called his own retinue and said: None of you should desire to go to the village. Then, at that time, those beings who had been ripened by those monks, because they did not meet those monks, also became very unhappy, and the root of virtue was completely diminished. Son of good family, then the monk who speaks the Dharma, with pure conduct, after those three months had passed, moved from that monastery to another monastery, and went to villages, cities, regions, countries, and the retinues of the king's palace, and taught the Dharma to beings. Son of good family, then the monk Action-Wisdom also saw the one who speaks the Dharma, with pure conduct, going again and again, and also saw his retinue with ordinary conduct, and he also developed a mind of distrust towards him, saying: This monk is immoral.

O Possessor, how can one with corrupt morality attain enlightenment? The enlightenment of this monk is far away. This monk dwells in noisy places, so it is said to many beings. Son of good family, then at another time, the wisdom of the monk's conduct reached the time of death. As he reached the time of death in that way, due to the ripening of that action, he fell into the great hell of sentient beings in Avici. He experienced the feeling of suffering in the great hell of sentient beings for ninety-nine billion trillion kalpas. In sixty lifetimes, he received unpleasant speech. In thirty-two thousand lifetimes, he fell back from ordination. Due to the remaining residue of that karmic obscuration, he became ordained in the scriptures of the Tathagata, Arhat, Perfectly Awakened One, radiating light and without impurity. After he became ordained, even though he practiced diligently for six hundred billion trillion years as if his head were on fire, he did not attain even a small amount of concordant patience, and in many hundreds of thousands of lifetimes, he became dull-witted. Son of good family, at that time, if you think that the monk named Dharma-speaker, whose conduct is pure, is different, you should not view it that way. Why? The immovable Tathagata was the monk named Dharma-speaker, whose conduct was pure, at that time. Son of good family, at that time, if you think that the wisdom of the monk named Dharma-speaker is different, you should not think that way. Why? I was the one named the wisdom of the monk Dharma-speaker. I also aroused a mind of disbelief in him through such subtle means, and because I manifestly accumulated karmic obscurations, I fell into the hells of sentient beings. Son of good family, such subtle things are karmic obscurations. Son of good family, those who do not desire such karmic obscurations should not be angry at the conduct of others. One should have faith in all of their conduct. One should think, 'I do not know the minds of others. The conduct of sentient beings is difficult to understand.' One should generate such a mind.
