Therefore, regarding the three situations of not accumulating (merit), accumulating insufficiently, and accumulating for too long, they are explained using the metaphors of being broken, having gaps, and being empty. For example, a broken container is like having the obscuration of ripening results, because it delays the process. Having gaps is like having a disturbed mind, because it reduces the accumulation of merit. Being empty is like being covered by the obscurations of karma and afflictions, because it prevents the accumulation of merit. Because of having such obscurations, one cannot see the Tathagata. As it is said in the scripture: "If a water container is broken, the reflection of the moon will not appear. Similarly, in the minds of evil beings, the body of the Buddha will not appear." So, if one Tathagata completes the activity, is it not that everything is completed? It is also said in the scriptures that all Buddhas have the same activity. If you think like this, the metaphor for activity is like fire. Fire burns alone, and when it dies out, it is not that everything dies out. Similarly, although the activity of the Tathagata is complete, it is not that everything is complete. It should be understood that activity is like fire, which burns or does not burn depending on the presence or absence of those to be tamed (like wood). As it is said in the scripture: "Just as fire burns in one place and dies out in another, know that the activity of the Buddha appears or does not appear in beings." So, when initially generating the mind of enlightenment, one vowed to liberate all beings, but when finally entering nirvana, the number of beings neither decreases nor increases, so how can the activity be said to be completely accomplished? Some people think that this only applies to those who have the capacity, and how can those who do not have the capacity be purified? This is because from beginningless time, they are not assembled by causes and conditions, but are determined by the nature of reality and distinguished by the place of birth. Therefore, those who have the capacity will naturally be liberated, so there is no fault. Furthermore, those who establish with conceptual thought do not rely on the power of things, so there is no fault. So, how will this not become a false statement? It will not become a false statement, because the perception is not changed by the power of inner thought. Through the difference in capacity, some are liberated, and some are not.

It is said that it is for the sake of existence. For others, it is said, "The unyielding body especially endures feelings, like a lamp that has gone out, his mind is completely liberated." Having abandoned the Nirvana that is spoken of, (it is also said) "The Buddha, with compassion, does not pass into Nirvana, and the Dharma will not disappear, in order to benefit all sentient beings, he shows Nirvana through skillful means." Taking the words of the scriptures as प्रमाण (pramāṇa, प्रमाण, प्रमाण, valid cognition),the Tathāgatagarbha pervades all beings. The mind is vast and greatly enhanced, all these beings will become Buddhas. Therefore, there are no sentient beings who are not vessels. All of these will become Tathāgatas, therefore, showing the difference of the activity itself as a means of taming. Furthermore, it is said that those who are tamed by complete Nirvana. Establishing that all beings possess the Tathāgatagarbha, it is temporarily set aside in the manner of "other than what has been said and will be said." There is no decrease or increase because the realm of sentient beings is inexhaustible. Inexhaustibility is also in terms of the general, in terms of the individual, because of liberation, there is only exhaustion. The general is not the collection of individuals, since the individuals are liberated, how can the general not be liberated? If it is said that whatever has decrease without increase is of the nature of exhaustion, like a pile of grain, that is not correct, because the analogy is not similar due to the interruption of the lineage. If it is said that whatever has an end is reasonably exhausted, but the realm of sentient beings is equal to the realm of space, without end, how can it be reasonably exhausted? If it is said that this is not established, it is because it contradicts the scriptures. The scriptures on the exhaustion of faults should not be refuted in a way that is in accordance with the Dharma. It cannot be forced into an interpretable meaning, because, like the former, it possesses the characteristics of a definitive meaning. What is the example of pervasiveness in time, just as pervasiveness in place? It is said to be an illusionist. A skilled one is excellent in the distinction of crafts. A practiced one knows all aspects. A very proficient one is quick due to much practice. Mantra is related to male deities because it is secret. Vidyā is related to female deities because it is not mantra. Combining with the example is "thus."
