There is no downfall. Therefore, all you loving ones, Whatever benefits others, All those actions are virtuous, The Perfect Buddha has declared. Thus, due to the difference of places, Whenever one abides in the path of action, At that time, wherever it may be, The wise will not perceive any contradiction. Thus, Bodhisattvas see thieves and many beings, as well as great Shravakas, Pratyekabuddhas, and Bodhisattvas, striving to kill for a small amount of wealth, without end, and being extremely attached to many actions. Having seen this, they think, "If I take this being's life, I will be born in the hells, but my being born in the hells is acceptable. However, if this sentient being kills many people and commits deeds of immediate retribution and goes to the hells, that would be unacceptable." With this thought, filled with compassion, if one separates them from life with hesitation, one will not fall into downfall and will greatly increase merit. Furthermore, if thieves steal the possessions of others and desire to enjoy the possessions of the Sangha or stupas, if the Bodhisattva does not take those possessions from them, they will surely enjoy those possessions, and for a long time they will suffer meaninglessness, harm, and discomfort. Having taken them back, the Bodhisattva offers the possessions of the Sangha to the Sangha and the possessions of the stupa to the stupa. In this way, taking what has not been given does not result in a downfall, and it greatly increases merit. Similarly, it should be understood that the kingdom and the power of a king or a cruel minister of a king who is extremely attached to harming others, harming the Sangha and stupas, or stealing the wealth of monasteries, the Sangha, and stupas, will decline. When a Bodhisattva sees another's wife being bound by lust and eagerly seeking sexual intercourse, saying, "If you do as I wish, you will be tamed, otherwise I will surely give up my life," the Bodhisattva thinks, "This person will surely develop attachment to me, and non-merit will increase, which is not good, and desire...

How does the teacher think? For virtue, one should truly engage, and for non-virtue, one should cause abandonment, one should have the power to control. Because of having compassion, even if one engages in improper conduct, one will not fall, and one will generate very much merit. Considering this, the Bhagavan said: Any Bodhisattva should abandon the downfall caused by hatred, not the one caused by desire. Similarly, the downfall arising from desire should be understood as not a downfall. The word "desire" here refers to love, that is, to follow love for a long time, that is, to act solely for the benefit of sentient beings. Similarly, it was also said in response to Ananda's question: Ananda, hatred is to completely abandon sentient beings, and desire is to truly gather sentient beings. Therefore, Ananda, whatever downfalls are associated with desire, all of them can be said to be without downfall. Here, because of the special emphasis on "truly gathering sentient beings," it refers to the teaching for those who have higher intention and compassion. Because it was said immediately after that: Ananda, those Bodhisattvas who are not skilled in means are afraid of the downfalls associated with desire. Those who are skilled in means are afraid of the downfalls associated with hatred, but not the downfalls associated with desire. So, who are those who are skilled in means? They are those who have equal wisdom and compassion, and they prevent the abandonment of sentient beings. Because if both are present, it will lead to the abandonment of sentient beings, relying solely on wisdom, one will realize emptiness from suffering, and relying solely on compassion, compassion will decline before one is far from the power of afflictions. In the sutra of skillful means, it is said: A Bodhisattva who is skilled in means enjoys the five desirable qualities and dwells in a state of being mixed with them, and when he arises with desire, he generates the power of wisdom and everything.
