Therefore, it is said, "That Bodhisattva who abides as one who observes the dharmas of dharmas." To observe accordingly is to observe accordingly, that is, to observe accordingly with aspects such as the non-arising of dharmas. Because it exists in that, it is one who observes the dharmas. Or, it is one who possesses that nature. This does not contradict the words of the sutras, why? Because it is said, "dharma." In ultimate truth, there is neither dharma nor non-dharma. Furthermore, the phrase "conventional truth is shown as two types" is to show that they are two types solely for the purpose of being able to particularly understand. They are truthful because they are able to accomplish meaning; they are not truthful because they are not able to. The distinction of conventional truth has been made. This phrase should be connected in order. The explanation is this: What is "knowing"? If you ask what it is like, connect it to "although it is similar to the appearance of a clear form," and then connect it to "the world understands what is true and untrue." What is it? It is water and mirages, etc., connect them in order. In what way? It is said, "after determining." What is determined? It is said, "in terms of accomplishing meaning, it is deceiving and non-deceiving." Connect them in order here as well. If you want to know what it is like to "determine that it is deceiving and non-deceiving in terms of accomplishing meaning," it is said, "as things appear, so it is." If there is a difference between true and untrue, then things are not without inherent existence. The two "also" words show the difference between true and untrue.
