Not generating the mind in the place of Śrāvakas and Pratyekabuddhas, and not being separated from the attention to the great Bodhi itself, and also, because it is completely possessed by the wisdom of non-objectification that is completely purified by the three circles, in order, it is also the nature of generosity, patience, diligence, meditation, and wisdom, and also, because the precepts that are guarded also directly or indirectly turn into the benefit of all sentient beings, it is also the nature of the precepts that accomplish the benefit of sentient beings. If so, how can all good dharmas arise from this? Because by abiding in the precepts of discipline such as the above, one abides in touching the happiness of the mind in a way that is free from regret. Because one will enter into the precepts of accumulating good dharmas and accomplishing the benefit of sentient beings. Therefore, it should be known that the precepts of discipline themselves are the basis, and the precepts of the Śrāvakas are not the basis, and those who possess such understanding should uphold them. However, is it established as the precepts of the Śrāvakas that the precepts of discipline are said to be the basis in this way? In the Bodhisattva-bhūmi it is said: What are the precepts of discipline? Answer: The Prātimokṣa precepts are included in the seven grounds. If asked in this way, then, it itself cannot be the basis for the precepts of the Śrāvakas to become the basis, because in the Ārya-Vinaya-viniscaya-sūtra it is said that there are three types of Prātimokṣa precepts: the Prātimokṣa precepts of the Śrāvakas, the Prātimokṣa precepts of the Pratyekabuddhas, and the Prātimokṣa precepts of the Bodhisattvas. Now, even if it is true, is the Prātimokṣa precepts of the Śrāvakas that are said to be the Prātimokṣa precepts of the Bodhisattvas themselves? It is not so, because it is distinguished from the aspects of not following others, having a sequence, following, and being able to be remedied, as it is said in the sūtras. However, the Prātimokṣa precepts of the Bodhisattvas that are said in the sūtras refer to the perspective of accumulating good dharmas and accomplishing the benefit of sentient beings, and not to the perspective of the precepts of discipline. If it is thought in this way, it is not correct, because there is no reason for this, and also,

The way to differentiate is to speak in terms of the precepts themselves. Because the Sutra itself, when showing the difference that can be remedied, has shown that the five inexpiable sins and so on can be remedied. Then, how should we understand what the teacher Samudramegha said in the commentary on the chapter on precepts, that the precepts of the Hearers are the basis of all virtuous dharmas? This is because the precepts of the Hearers abandon the naturally tainted, and the precepts of the precepts also abandon them. Because the precepts of the Bodhisattva's precepts themselves are the same in abandoning the common things to be abandoned, they are called the precepts of the Hearers. For example, just as the samadhi and so on possessed by the Thus Gone One are called worldly virtues. In reality, it is not said that the precepts of the Hearers are the basis. Because in the case of "even if changed, it does not come close" mentioned above, it is not the seed or the basis of arising. If it is not the ground, then the before and after will also become contradictory. However, what kind of difference is there between the precepts of the Hearers and the precepts of the Bodhisattva's precepts? Why is the former not the basis, while the latter is considered the basis? I think that the difference between the Bodhisattva's precepts and the Hearers' precepts is countless, but mainly it is understood that they are different in the way of correctly upholding the basis with the intention. For example, when someone wants to go to the heavenly realm and embarks on the path with this thought, although they cannot reach the heavenly realm due to not possessing supernatural powers and so on, this is called embarking on the path. Similarly, here, when some people first have the thought of wanting to attain the Hearer's fruit, and then correctly uphold the precepts of abandoning killing and so on, although they cannot attain the Bodhi of the Hearers due to not possessing the capacity, this is called the Hearer's precepts. For example, even if one possesses supernatural powers and so on, but if one does not think of going to the heavenly realm, but wants to go to the top of the snow mountain, then embarking on the path is called embarking on the path to the snow mountain. It is not embarking on the path to the heavenly realm.
