That is not the meaning. The beginningless cycle of existence also exists due to the power of the karma of sentient beings, and it exists in order to accommodate the nature of arising and destruction. This is what is to be expressed, that is, what is revealed by "happiness and suffering are karma." Or, here also, it is from the perspective of the Lord that it is said to be the cause. If the Lord as the cause has no beginning, then at the time of destruction, because its power has not diminished, and it is admitted to be a great nature, then how does the initial characteristic of arising and destruction, which is done by it, initially arise? Because it is permanent, its cause always has power, therefore arising and so on also become permanent. Therefore, for the permanent and powerful, it will not become the initial of arising and so on. Therefore, how can arising and so on become its action? If it becomes the agent, then because it is permanent, why does it not always do it? "Arising and so on are" is an unfinished statement. In this way, if it causes arising, then because its cause is the nature of the agent, it will always do this. Similarly, abiding and destruction should also be said in this way, that is, at the same time or the action of arising and so on will become like that. Precisely because of this, the cause is uninterrupted, and its effect will also be uninterrupted, but it is prior. However, even so, if this constantly powerful nature is true, if someone says that because it lacks the cooperative conditions that act together, it does not act, then it does not depend on others. This is to say, the Lord of the cause of the nature of power. Because "is," that is, because of what? Because it does not depend on other cooperative causes, if the permanent exists with the nature of power, then it is reasonable not to depend on it. Because the permanent itself has nothing that can be specially added, or it depends on others, or the special arising of others, because it will become born from another nature that is different from it. Because the special and the different themselves produce the effect, it will not become the cause. If it is thought that "this is its special" is related, then endlessness itself and the relation will not be established. As it is said, if

If there is even a slight function, it would depend on something else. If nothing at all functions, why would some things depend? So it is said. Because there are things that act together, even so, it is either permanent or impermanent. If some are permanent, then it is impossible for particles and so on to be incomplete existences. The proximities that depend on it are not both near and far. Impermanent things also depend on it, they are the proximities of beings. Because it is separated from the cause of acting together, it is said that it does not act. Why is it said to be incomplete? Therefore, this is not accepted here. Precisely for this reason, it is said "not done by him" and so on. He, that is, Ishvara. Not done, that is, he who has the ability to produce has not done it. That itself is not existent, it is not existent. Other is another goer. Therefore, the things that act together that enter depending on it, because they are always near, how can this constant actor depend? How can it have dependence? Even if fainting, it will not be without result. Thus, even if fainting, because it does not depend on it, it will change when it constantly produces results. Or, even if it changes like that, there is the cause of aggregation and the cause of non-aggregation, and also the cause of reason. Because results arise from these three causes. It is the cause of reason here, when it depends on the aggregation and there is no result, the fault of saying is non-existent, thus, after others have doubts, it is said "if depending on" and so on. If this is always able to produce all results, even so, it depends on the aggregation. Even if it exists without the aggregation, the capable actor will not produce results. Just as, although there is the ability to produce pūlu, if there is no spindle, loom, and thread, pūlu will not be produced. Similarly, for the matter at hand, it will also change, it is said "if". Again, it is not Ishvara. If it does because there is an aggregation, and does not do if there is no aggregation, this is admitted. At that time, Ishvara will not become the cause, but will arise from the aggregation itself.
