The wisdom without delusion sees all phenomena. It is for the sake of abandoning all confusions. It is called abandoning the confusions of body, speech, and mind. This is the fifteenth action of the Tathagata, which refers to the Dharma taught in order to abandon all confusions among the thirty-two (qualities) mentioned in the Sutra Requested by the King of Dharani Empowerment. It should be known that it is the fifteenth action of the Tathagata. Among the unshared Dharmas of the Buddhas, it is said that this is the first of the unshared Dharmas of the Buddhas. Similarly, the following (unshared Dharmas) should also be understood. In order to teach through the Tathagata's lack of clamor, it is said, "Son of the lineage," and so on. "Without clamor" means not having sounds caused by afflictions or fear. "God of the demonic race" refers to a god belonging to the retinue equal to demons. "Clamor" refers to the power of desire. "Subsequent clamor" refers to the power of hatred. "Free from subsequent attachment and anger" means not having desire and hatred. In order to elaborate on not having desire and hatred, it is said, "All sentient beings," and so on. If the Tathagata had regret, then at that time, clamor would arise from sorrow, but since the Tathagata does not have regret, there is no clamor. To teach this, it is said, "Difficult to do," and so on. If there were some things difficult for the Tathagata to do, then at that time, regret would arise from not being able to accomplish that task, but since there is no such situation, there is no regret. "Not completed" means not completing what has been started. In order to teach that there is no clamor because there is no cause for clamor—argument—it is said, "The Tathagata is," and so on. "Abiding in non-affliction" means relying on meditation, abiding in the perfectly complete Samadhi that protects against the arising of afflictions by others, which is non-affliction.
