The term "no confusion" refers to the fact that the activity of the body is completely pure. The term "no clamor" refers to the activity of speech. The terms "no forgetfulness," "no lack of concentration," "no perception of difference," and "no unexamined equanimity" should be understood as referring to the complete purification of the activity of the mind. From "no decline of aspiration" to "no decline of liberation" refers to the samādhi, etc., of the genuine attainment that does not decline from having attained the power of the Tathāgata with its basis and with its fruit. Among these, the basis is aspiration. The fruit is liberation. Power should be understood as referring to diligence, etc. All the activities of body, speech, and mind, with wisdom going before and wisdom following after, these three refer to whatever samādhi, etc., of the genuine attainment in which wisdom abides, universally employing the common and uncommon activities. The three from "the wisdom observation that enters without attachment or obstruction to past time" to "thus it should be spoken" refer to the samādhi, etc., of the genuine attainment of uncommon wisdom. The meaning of these is that for the Tathāgata there is no confusion, just as when arhats go for alms in cities, etc., they are harmed by elephants and horses and cows and dogs and vicious people and thorns and snakes, etc., and in monasteries there arise fears of robbers and tigers, etc., such confusion does not exist for the Tathāgatas in any way. The term "no clamor" refers to the fact that, just as when arhats who have lost their way in a monastery make a very loud noise, or laugh loudly due to habit, such things do not exist for the Buddhas, the Bhagavat, because they are constantly abiding in equanimity. The term "no forgetfulness" refers to the fact that, just as arhats do not act if they do not pay attention, and time passes, the Buddhas, the Bhagavat, are not like that, because they possess great compassion.

Thus I have heard. "Not possessing equanimity" means that, just as Arhats are in equanimity only when they are in meditative absorption, and not at other times, the Buddha, the Blessed One, is not like that, because he is always in equanimity. Similarly, with "and the perception of difference," the word "not possessing" should be connected to all the words, as indicated by the word "similarly." Therefore, "not possessing the perception of difference" is its meaning. Just as Arhats, on the one hand, certainly have the perception of disagreeableness towards the aggregates, and on the other hand, have the perception of peace towards Nirvana, the Buddha, the Blessed One, is not like that, because due to the selflessness of inherent existence, he does not possess any discrimination towards either. "Not possessing impartiality without discrimination" means that, just as Arhats abandon the welfare of sentient beings without discrimination, the Buddha, the Blessed One, is not like that, because only by discriminating that time and so on, will he abide in impartiality, and not at other times. "Not possessing diminished aspiration" means that, just as Arhats, due to their lineage, do not have aspiration and so on for the cause of Buddhahood or the deeds of the Buddha, and therefore they will diminish due to the diminution of not having attained these, similarly, the Buddha, the Blessed One, is not like that, because they do not possess the non-attainment of the distinctions of Dharma. Similarly, Arhats will also diminish due to the diminution of not having attained diligence, mindfulness, concentration, wisdom, and liberation, but the Tathagatas do not possess complete diminution. "All bodily actions" means that, just as Arhats at one time engage in virtuous actions and at one time engage in unspecified actions. Just as it is with bodily actions, so it is with verbal actions and mental actions as well. The three actions of the Tathagatas are all preceded by wisdom and follow after wisdom, therefore they do not possess unspecified actions. Among these, because they are instigated by wisdom, they are called preceded by wisdom, and co-emergent with wisdom.
