Because the entity is neither existent, and everything is contained within this alone, therefore, from the very beginning, peace itself is the liberation that is in accordance with reason, to show this reason. Having said, "Conditioned phenomena are non-conditioned phenomena," etc., the meaning of this noble one is completely understood. Here, what is it that is intended to contain everything? In order to clarify by explaining the tenets of the preceding statement, "Guru Bhagavan," etc., are mentioned. If all conditioned and unconditioned phenomena are emptiness of self-nature, then karma also belongs to the conditioned, and even if that were the case, it is not so, because this Guru is the sole teacher of the three realms. "Bhagavan" means: Sovereignty and beauty, splendor and fame and wisdom, diligence perfectly endowed, these six are said to be possessed. This is expressed by the word "Bhagavan," the Buddha who possesses the six qualities that bring forth all virtues. Because it definitely ripens, karma is the place, that is, it definitely abides and is indicated. It has three aspects: experiencing in the visible dharma, experiencing after birth, and the distinction of experiencing in other times. As it is said: Definite and indefinite, the definite is also of three kinds, for the sake of experiencing visible dharma, etc. It is taught like this. Similarly, "the owner of karma and the fruit," etc., should be connected with the words "abiding" and "speaking." Here, the word "self" expresses self-nature. Therefore, this is what is taught: Whatever is the self-nature of actions abides, the determination of its characteristics is like this: that of the mind is thought, that of body and speech is what is aroused by thought, thought is the action of the mind, and from it arise the actions of body and speech. Whatever is taught, in order to accomplish one's own benefit, that is the self-nature of action. Its fruit is: the ripening of the self-nature of black actions is black, the ripening of white actions is white, and the ripening of mixed actions is mixed.

Because the distinctions of actions exist, it is near existence. The world is to be mastered by karma, as it is said, karma itself is to be done as one's own master, constantly wielding power. Like calves following other worlds, what are those? Those are to be connected with what is called the actions of sentient beings. Similarly, even after hundreds of kalpas, actions will not be wasted. When they gather and the time arrives, they will ripen fruits for embodied beings. As it is said, actions are said not to be wasted. The first is the two words saying 'to the end' etc., closely grasping, is also to add that meaning in the middle. Therefore, if karma is also emptiness, then it would not be said by the Bhagavan in this way, this is being shown. The proponent of established tenets says: Karma is spoken of, because it is not born, etc., is mentioned. From where it exists, such is the nature of this. Sentient beings have karma as their master, as it is said, it will not be wasted without giving fruit, this is according to the worldly convention. That is because of what it is not born? Because it is imperishable. Therefore, in itself, it is without nature, these words should be connected and combined. Like illusion and so on, because it arises dependently. If, in itself, arising and ceasing are unreasonable, then how could it be said to have nature? To this, one thinks: If the action without nature, by its power, how can it fully hold the object of self? Here the answer is shown: That born, holding, that not holding. That is, what is born from karma, appearing as wanting to hold the object of self, that is also merely, in itself, without holding. From where does it come? That also comes from discrimination, as it is said. Or, it is for what reason. Because what is born from karma, appearing as the object of self that one wants to hold, that is only from the discrimination of the nature of beginningless ignorance, and not the object itself. Like the appearance of tangled hairs and a second moon, etc., due to the cause of cataracts.
