This sound called "thus," whoever hears it, becomes the cause for the sake of liberating all. What is called "Buddha"? It is the one who has understood all dharmas as they are. Because of realizing perfect enlightenment of the suchness of all dharmas, the one whose mind is opened to all knowable objects and is fully expanded is called Buddha, just like a blooming lotus. Or, because he himself has understood and has made those who were not understood by gods and humans understand, he is called Buddha. Or, because he is completely awakened from the sleep of ignorance, he is called Buddha, like a person waking up from sleep. Or, because he has understood the suchness, he is called Buddha. He is the Bhagavan, because he has conquered the four maras, or because he possesses the six great aspects, endowed with qualities such as freedom, or because of his perfect fortune. Because his mind has no obstruction to anything, he is called the all-knowing one. If it is said that because he does not express things that have not been revealed, is this not becoming a non-all-knowing one? For example, when the Tathagata was asked fourteen questions such as "the world is eternal," he did not say anything. It should be explained that it is not established that he is not all-knowing. Why? The capable one has doing and not doing, speaking and not speaking. Therefore, what reason is there to say that the all-knowing, all-knowing one is not? Among them, "doing" is what is appropriate to do, and "not doing" is what is not appropriate to do. The capable one possesses both of these. Among them, "doing" is to definitely connect sentient beings with the cause of happiness and liberation, and "not doing" is to harm others. He also possesses "speaking" and "not speaking." Speaking is the teaching that accomplishes benefit for others, and not speaking is what accomplishes harm. The capable one also possesses these. Who can completely cut off doing and not doing, speaking and not speaking? It is the one whose wisdom activity enters without obstruction into the aggregates of sentient beings, which are distinguished by the infinite distinctions.

Therefore. He, endowed with such wisdom, truly knows what should be done as what should be done, and what should not be done as what should not be done. He truly knows what should be spoken as what should be spoken, and what should not be spoken as what should not be spoken. Therefore, one who sees things as they truly are can place beings in the causes of happiness and liberation according to their desires, which becomes meaningful. Not knowing, or knowing perversely, or knowing with doubt, does not accomplish the desired purpose. Therefore, not teaching what should not be spoken does not necessarily prove that one is not omniscient. When asking about profound matters, whether it is like this or not, if one asks about what should be asked, one should know the questioner's capacity and lack of capacity, and then answer the question. The Blessed One sees that the questioner lacks the power to comprehend the profound meaning and cannot understand the meaning of the question, so it is only beautiful not to give a prophecy. To those who have great faith in the profound Dharma, it is also appropriate to give a prophecy, because it benefits them. Not speaking the profound Dharma to beings who are not vessels is the cause of omniscience. Therefore, some say: You know the time and thoughts, But you do not speak to some who ask. You speak when they come near, And you speak when you lead them elsewhere. So it is said. What is the cause of omniscience becomes the cause of non-omniscience for the foolish. What is not done by ignorance? Like the prince Fearless and drawing water from a well. Just as the son of King Endowed with Form, the young prince Fearless, after being persuaded by a naked ascetic, asked the Blessed One: "What does the Tathagata do that causes others to become angry, hateful, and quarrelsome, and causes them to disbelieve due to anger, jealousy, pride, or ignorance, making them unpleasant, disliked, unbeautiful, and undesirable to others?"
