Sta's Sola, whatever the lords of men entered, he did it. It was also said like that. Similarly, after Maspad, he himself made the royal families on the ground extinct twenty-one times. To this, the mother is said to have said this: In various ways, be an ascetic, upright and gentle, or any party, for those on the other side, in the battlefield you have no hesitant steps, if you have no reliance on any one, who can with actions equal to harm, a capable person will not be satisfied, but praise the hero, harm the enemy, and uproot all hatred. That's it. After that, the sound of the bowstring being released was heard as he came wanting to fight, the sound of the bow of the son of Zamedagna, like destroying the palaces of kings, surpassing the top of the fence, like a captive son being grabbed by the hair. That's it. Here it is said, whoever does something, will surely fall into a bad state, that kind of treatise, for one's own benefit, the wise should not take it as a measure. Here it is said, because the ancient kings took the meaning of the treatises as a measure, and thus correctly protected the land that would become prosperous, therefore the treatises are also a measure. It should be said that the former good landowners, protected the world like a son, but the people who relied on Dharma in the age of strife, have now turned it into a temple for wild animals. The landowners born before the age of strife, the wheel-turning kings, etc., are good, that is, they fully discern what is reasonable and unreasonable, abide in the path of the ten virtuous deeds, and like to treat sentient beings like a beloved only son, and the people who are related to them, take the treatises that conform to the Dharma as a measure, completely abandon what does not conform to the Dharma, and protect the whole world, but now the kings born in the age of strife, their own nature is evil, controlled by others, only value wealth, and have no compassion, take the treatises that conform to the non-Dharma as a measure, abandon what conforms to the Dharma, and just as wild animals have become temples, they empty the world, therefore Dharma

It is not a treatise that possesses authenticity. It is like a barbarian squeezing a sugarcane that has not fully grown. If a barbarian thief foolishly squeezes a sugarcane that has not fully grown, then he is only doing something meaningless, not something meaningful. Similarly, if a king does not manage the country that should be managed, then he has neither the benefit of this life nor the benefit of the next life. Because he creates many non-merits. Here it says: From which there is no distinction between oneself and others, country and region, that treatise that makes beings happy, the wise will treat with respect. Here it says: Here, if the king attacks the enemy when the opportunity arises, then there is nothing that is not in accordance with the Dharma, because it can be seen from the treatise. It should be said: The king who attacks the opportunity, if there is no sin, then the other thieves, initially there will be no sin. If the enemy or other impure ones are also good, once there is an opportunity to take advantage of, if the king who attacks them has no sin, then the thieves, that is, the thieves other than the king, those who guard property, once they find a little opportunity, those who rob others of their property, must also, by attacking the opportunity, initially not become a sin, because they have become strong by attacking the opportunity. For the king, this is a later matter. But this is not the case. Therefore, those who want to say that the king attacking the opportunity has no sin are wrong. Just like Prince Mapamde. Once upon a time, a certain king said to a foolish man: When I die, let my brother, the young Prince Mapamde, inherit the throne. Then, after the king died, that minister seized the opportunity to kill the young king and seized the throne himself. This act is called evil, and it is well known in the world. Moreover, in the next life, one will fall into evil destinies because of non-merit. Similarly, how can those kings who attack opportunities not have a bad reputation and sin? Here it says: Whatever black karma is done, white results will not arise from it.
