是故,世间地主依赖之。地主彼乃被贬,譬如,圣者视世间一切之母,如轮回之贪欲。纵然在家者与出家者等一切世间之事皆依赖国王,然亦唯被视为恶劣。譬如,对于有贪欲者见生,对于离贪欲者不见故,轮回之贪欲虽非生轮回之因,然亦因其束缚一切轮回之囚徒,乃轮回之因故。具足圣者颠倒见之反面者,亦如是贬低国王。纵然是世间一切之彼岸,然亦唯被贬低,因其必定与极猛烈之业及众多恶趣之果相连故,如寺院之商人。如在荒凉寺院中,为守护共同利益之集会等,需依赖商人以成办条件,然其因提供极高价值之物而被贬低,而共同利益者则不被贬低,如是,世间亦因守护等而饶益,故依赖地主,然地主乃被贬低,因其专注于成办自身利益之故。此处说:具功德之国王,纵然利益世间,然亦因其所处之过患,如风一般被圣者贬低。此处说:何者国王智慧圆满且具慈爱,则能如实圆满守护世间,故此乃成法。当说:非愚者不得王位,愚者无有慈爱,纵为守护者,亦非人主,无慈爱则法不住。所谓治国之术,乃一切骄慢与放逸之根源,此因贪执权力本身,舍弃利益自他众生之道而获得,又怎能说是非愚者呢?如此,心专注于世间之事

Therefore, the lord of the world depends on it. That lord is despised, for example, the holy one sees the mother of all the world as the desire of samsara. Even though all worldly affairs, including householders and renunciants, depend on the king, he is still considered evil. For example, birth is seen for those with desire, and not seen for those without desire, so although the desire of samsara is not the cause of generating samsara, it is the cause of samsara because it binds all the prisoners of samsara. Likewise, the king is also despised by the very possession of the opposite of the holy one's inverted view. Even though he is the other shore of all the world, he is still despised because he is necessarily connected with extremely violent actions and many evil destinies, like a merchant of a monastery. Just as in a desolate monastery, in order to protect the assembly of common interests, etc., it is necessary to rely on the merchant to accomplish the conditions, but he is despised for providing things of extremely high value, while those of common interest are not despised, so too, the world benefits from protection, etc., and therefore depends on the lord of the land, but the lord of the land is despised because he is focused on accomplishing his own interests. Here it is said: A king who possesses virtues, even if he benefits the world, is despised by the holy ones like the wind because of the faults of his position. Here it is said: Whoever is a king who is perfect in wisdom and has love, then he can truly and completely protect the world, therefore this becomes Dharma. It should be said: A non-fool does not obtain the throne, a fool has no love, even if he is a protector, he is not a lord of men, without love, the Dharma does not abide. The so-called art of governing a country is the root of all pride and negligence, because it is obtained by being attached to power itself and abandoning the path of benefiting oneself and other beings, how can it be said that it is not a fool? In this way, the mind is focused on worldly affairs.

这种明显的执着,就像盲人一样,看不到自身和享受的无常,总是紧密相连。由于没有执着,所以依戒律而行是值得高兴的,但却看不到所有可见和不可见的结果,美好的圆满没有被摧毁,却看不见。如果反而将过失的集合理解为功德,那么这真是太愚蠢了,只有愚蠢的人才能获得王位。对于变成愚蠢的国王来说,慈爱是不存在的,因为傲慢自大。没有慈爱的人主,也没有佛法,因为伤害非常严重。因此,如果有人认为有智慧的国王,因为有慈爱而有佛法,那是不对的。如果有人即使收取了报酬,也不去治理民众,那么他每天都是盗贼,而不是国王,无情的国王就像残暴的臣子。一个残暴国王手下的臣子,无法让受到惩罚的人缴纳黄金,国王因此对臣子发怒,而臣子有一个朋友,朋友对他说。朋友说:让他缴纳。然后,国王严厉地折磨他,想知道他如何缴纳,国王也让那个朋友当了臣子。那个臣子也想让国王高兴,于是做了巨大的罪恶之事,最终,当他无法用武器杀死的时候,就用火烧毁了所有的地方,在那里杀死了成千上万的众生,而国王也对此表示赞同。因此,如果哪里有愚蠢,哪里就没有慈爱,哪里没有慈爱,又怎么能遇到功德呢?国王们也都有这些,因此,即使是守护者,也没有佛法。这里说:因为具有慈爱的人们,都说佛法的根本是不害。因此,没有人主,没有慈爱就没有佛法。这里说:仙人所作的王族的佛法。

This clear attachment, like a blind person, does not see the impermanence of oneself and enjoyments, which are always closely connected. Because there is no attachment, it is worthy to rejoice in following the precepts, but all visible and invisible results are not seen, and the beautiful perfection is not destroyed, but not seen. If, on the contrary, the collection of faults is understood as merit, then this is too foolish, and only a foolish person can obtain the throne. For a king who has become foolish, there is no love, because of arrogance. A lord of men without love also has no Dharma, because the harm is very serious. Therefore, if someone thinks that a wise king has Dharma because he has love, that is not right. If someone does not govern the people even though he has received a reward, then he is a thief every day, not a king, and a merciless king is like a cruel minister. A minister under a cruel king was unable to make the person who was punished pay gold, and the king was angry with the minister because of this, and the minister had a friend, and the friend said to him. The friend said: Let him pay. Then, the king severely tormented him, wanting to know how he would pay, and the king also made that friend a minister. That minister also wanted to please the king, so he committed a great sin, and in the end, when he could not kill with weapons, he burned all the places with fire, killing hundreds of thousands of beings there, and the king also approved of this. Therefore, if there is foolishness, there is no love, and where there is no love, how can one encounter merit? Kings also have all these, therefore, even if they are protectors, they have no Dharma. Here it is said: Because those who have love all say that the root of Dharma is non-harm. Therefore, there is no lord of men, and without love there is no Dharma. Here it is said: The Dharma of the royal family made by the sage.
