将变为。因此,为了守护世间,对于罪恶之自性者,必须毫不留情地加以惩罚。应如是说:对于作恶之人,如果不行慈爱,那么所有凡夫俗子,都不会被守护。如果因为此人作不善业,所以不是慈爱之器,那么谁会成为慈爱之器呢?因此,正因为不是慈爱之器,所以所有凡夫俗子也不会被此人守护。所谓孩童,是指具有孩童之特征者。凡夫俗子是指未生起圣道者,仅仅因为作不善业,所以将此二者区分开来,称殊胜者为孩童凡夫俗子。慈爱者,是指从何处以慈爱之心完全守护彼等,即对何者有慈爱之心。例如,他的慈爱是阻止他人非理作意的想法,而他的完全守护则是以慈爱成办此事。因此,如果此人没有慈爱,又如何能守护其果报呢?即使不守护而收取报酬,也会成为未公开的盗贼,在城镇中居住。如同守护身体和财物一样。如果国王不对作恶业者行慈爱,那么一切都将变得毫无意义,甚至自己的身体和财物也无法守护。然而,守护也是存在的,同样,所有作恶者也都会被慈爱。 此处说:凡以自法守护者,国王不应守护彼等。如果守护破戒者,因此他也会被守护。此处说:为了养育众生,以刑罚惩处恶人,国王不会因此而有罪,因为这是为了帮助圣者。应如是说:自我生喜之因,何处不会存在?以教证等因,非福德亦无害。所谓自我生喜之因,并非任何地方都不存在,比如渔夫和屠夫。

It should be said: If there is no love for those who do evil, then all ordinary people will not be protected. Therefore, precisely because he is not a vessel of love, all ordinary people will not be protected by him. The term "child" refers to one who possesses the characteristics of a child. Ordinary people are those who have not generated the noble path. It is precisely because they engage in non-virtuous actions that these two are distinguished, and the superior ones are called child ordinary people. Those who are loving are those from whom they will completely protect them with love, that is, those who have love for whom. For example, his love is the thought of preventing others' irrational intentions, and his complete protection is accomplishing this with love. Therefore, if this person has no love, how can he protect its fruition? Even if he takes compensation without protecting, he will become an unrevealed thief, living in towns and cities. Just like protecting the body and wealth. If the king does not show love to those who do evil, then everything will become meaningless, and even his own body and wealth will not be protected. However, protection also exists, and similarly, all evildoers will also be loved. Here it says: Those who are protected by their own Dharma, the king should not protect them. If the one who breaks the precepts is protected, therefore he will also be protected. Here it says: In order to nurture beings, the king will not be guilty of punishing evil people with punishment, because this is to help the noble ones. It should be said: The cause of generating self-joy, where will it not exist? With causes such as scriptures, there is no harm even in non-merit. The so-called cause of generating self-joy is not non-existent anywhere, such as fishermen and butchers.

Those who are fond of sinful deeds also think like this: "Killing living beings is something that has come down from our lineage. This is a comprehensive consideration of life by the Lord of Beings, and there is nothing un-dharmic in this." In this way, we become the cause of complete satisfaction. Like this, when one sees that one has committed most of the sins and sees their ripening in the bad destinies, his heart is destroyed by the fire of sorrow and shattered into hundreds of pieces. In order to completely abandon it, he makes himself breathe with these impure non-holy views, but that non-merit is endless. Like this, in order to do good to those who are particularly superior, having a beneficial intention, similarly, in order to punish, having an unfavorable intention towards the cruel, therefore, for those who walk on the earth, lacking love, having a cruel heart, and having no difference from the Rakshasas, where would there be an opportunity for eminence? The kings who enforce the law with punishment, and those who perform illegal acts, etc., because they are non-disciplined, the scriptures also show that these people are harmful. The kings are non-disciplined, because they are involved in harming others, just like executioners, this can also be inferred. For the yogis, those who have the direct perception of the eyes of the ripening of karma, this is also direct perception. Therefore, since the scriptures, inference, analogy, and direct perception all show that there is non-merit, the kings indeed have sinful actions. Just as this person asks others and engages in inappropriate behavior to make himself happy, and is afflicted by a great disease, so too are kings. They make themselves happy with the causes that make themselves happy, and then they do sinful deeds. Therefore, sentient beings in hell experience great suffering caused by those deeds. Even if the scriptures are taken as a standard, the undesirable results of these evildoers come from non-dharma. Here it is said: If a king who harms by the power of authority has no sin, Then why do those who liberate from samsara Not have such dharma? Here it is said: That which perfectly protects the world is the dharma of the lords of the earth for the sake of heaven, therefore there is no need for other dharmas. It should be said, "The one who truly protects." If protecting the land is the dharma of the king, Then why are those who create afflictions Not considered dharma? Just as carpenters and blacksmiths, even if they help like laborers, do not become the dharma of evil causes, similarly, even if they protect perfectly, the kings who are hired with one-sixth do not become dharma, like the Kashmiri gatekeepers and those who forge weapons. Just as the Kashmiris build moats and so on to protect the city, even if they do not protect the people, they do not gain merit from it, and so it is with kings. Again, for example, those who forge weapons forge weapons in order not to protect the people, but they do not gain merit from that cause, and so it is with kings. Here it is said: If protection makes a king dharma, And not other actions, Then those who are truly working, The artisans also become dharma. Here it is said: Because everything in this world depends on the king, therefore everyone should not slander the king. It should be said.
