If pure perception changes, why is one arrogant and the other not? If a king becomes arrogant thinking that protecting the world depends on him, why does he not realize that he is the one being protected, since protecting himself depends on the world, and thus be free from arrogance? A king who is not protected by the world cannot rule the world, just like a couple, a forest, and a lion. Some men say to their wives, "I have experienced hundreds of sufferings, while you live comfortably at home without any effort." The wife says, "Try managing the household for one day, and then you will understand." He did so, and he also became frustrated. Just as a couple protects each other, the king protects the people, and the people protect the king. Similarly, the lion depends on the forest, and the forest depends on the lion. Here it is said, "One who does not know the antidote to arrogance, and abandons the antidote and clings to arrogance itself, that arrogance cannot be destroyed by any means." Here it is said, "When a king nurtures the people separately like children, then he is victorious. Those who rely on caste and are virtuous will become takers of one-sixth of their merit, therefore, the pride of these virtuous, complete, and wealthy people, both self and others, is caste." It should be said, "Among all castes, those who live by their own work and are happy are hard to find. If you make them unhappy, then you will have little chance of a good rebirth." Nowadays, the five degenerations are prevalent, so it is difficult to find all those who rely on caste who are happy with their own work, and most seem unstable. If you are the one who takes one-sixth of their merit, then you will also become a recipient of their sins. If so, those who rely on caste are overwhelmed by afflictions, become lazy, and associate with sinful friends and followers, and because of mostly unwholesome deeds, you will have little chance of a good rebirth.

会转变的。像这样仅仅是自己的罪过,国王们也不可能获得善趣。唉,所有众生的罪过,还用说什么呢? 因此,心怀邪念的人会毁灭,就像麻风病人渴望吃牛奶和鱼一样。就像麻风病人因为处于颠倒状态,不仅不依赖于能够整治内外疾病的药物,反而还吃牛奶和鱼一样,国王也是如此,不仅自己造作许多不善业,还行使那些依赖种姓者的罪恶,并且自己也参与其中,因为他们处于放逸的状态。这里转变说:如果国王对所有事务,一定要持有六分之一的份额,由于世间非福德众多,他很难获得善趣。这里说:因为国王是世间的怙主和自主者,所以,他的傲慢是不合道理的。将要说的是:他人劝说而做的事情,那在世上被称为愚蠢。没有谁像你一样是受他人支配的。如果有人被他人劝说,稍微做一点事情或思考,而不是自己自主,那么在世间就被称为愚蠢。这里,没有谁像国王这样受他人支配,因为他被许多朋友劝说时,会变成不可靠的,而且大多依赖于他人。无论是该做的事还是不该做的事,他都是在他人劝说下才做的。因为他依赖于他人,所以在世间,只有国王最为愚蠢和受他人支配,因此,他的傲慢是不合道理的,就像狗和猴子被戏弄一样。就像狗和猴子在被抓住和放开时,听从他人的吩咐一样,国王也依赖于他人,因为他就像鸟马的眼睛一样。这里说:因为国王被朋友劝说,会做该做和不该做的事,因此,这国王本身,就是受他人支配的愚蠢和无知者。这

Therefore, those with perverse minds will be ruined, just like lepers who crave to eat milk and fish. Just as lepers, because they are in a state of inversion, not only do not rely on medicines that can cure internal and external diseases, but instead eat milk and fish, so too, kings not only commit many non-virtuous deeds themselves, but also engage in the misdeeds of those who rely on lineage, and also involve themselves, because they are in a state of carelessness. Here it transforms, saying: If the king, for all affairs, must hold one-sixth of the share, because there are many non-meritorious things in the world, it is difficult for him to attain a good rebirth. Here it says: Because the king is the protector and independent one of the world, therefore, his arrogance is unreasonable. What is to be said is: Whatever is done by being urged by others, that is called foolish on earth. There is no other who is as dependent on others as you. If someone is urged by others and does or thinks a little, but not independently, then in the world they are called foolish. Here, there is no one else who is as much under the control of others as the king, because when he is urged by many friends, he becomes unreliable, and mostly relies on others. Whether it is something to be done or not to be done, he does it only when urged by others. Because he relies on others, therefore, in the world, only the king is supremely foolish and under the control of others, therefore, his arrogance is unreasonable, just like dogs and monkeys being teased. Just as dogs and monkeys listen to the commands of others when being caught and released, so too, the king is dependent on others, because he is like the eyes of a bird-horse. Here it says: Because the king is urged by friends and does what should and should not be done, therefore, this king himself is a foolish and ignorant one who is controlled by others. This

如是说:因为守护一切世间依赖于国王,所以傲慢是合理的。当说:守护依赖于我时,从世间获取报酬,自己也造作罪业,有谁能像他一样无情?如果国王认为守护依赖于我,而从世间获取报酬,那么他应当遵循圣者的行为规范,并致力于照顾贫困的人们。如果这样做,他就能实现自己的承诺。然而,他并没有这样做。相反,他无法给予报酬的人,以及对罪恶之人施以杀戮、囚禁、殴打、恐吓和驱逐等行为,并通过剥夺生命和财产等手段,毫无保留地恣意妄为。因此,这个无耻之徒从世间获取守护的报酬,并为了守护的报酬而自己造作罪恶,世间还有谁比他更无情?因为他精于造作罪恶,所以他本身就是无情的,就像屠夫的医生一样。有些屠夫在敲碎骨头时,骨头的碎屑进入了眼睛里,于是他去找医生。医生通过涂抹药物来减轻疼痛,但并没有取出碎屑。然后,他一次又一次地复发,医生只是减轻眼睛的炎症,而不取出碎屑,还向病人索取很多钱。当医生去了另一个村庄时,医生的儿子才取出了眼睛里的碎屑。国王就像那个医生一样,从世间索取很多财富,却根本不做任何世间的事情。这里说:贪图报酬,谁会像烟雾一样,聚集其他的毒害?世间还有谁比他更无情?这里说:国王不应该对罪恶之人施以仁慈。如果不对罪恶之人处以惩罚,那么整个世间将会变成什么样呢?

Thus it is said: Because the protection of all the world depends on the king, therefore arrogance is reasonable. When saying: Protection depends on me, taking reward from the world, and also committing sins himself, who is as heartless as him? If the king thinks that protection depends on me, and takes reward from the world, then he should follow the conduct of the noble ones, and diligently take care of the poor people. If he does so, he will fulfill his promise. However, he does not do so. On the contrary, those who cannot give reward, and those who are sinful, he indulges without reservation in acts such as killing, imprisoning, beating, intimidating, and expelling, and by means of depriving life and property. Therefore, this shameless one takes the reward of protection from the world, and for the sake of the reward of protection, he himself commits sins. Who in the world is more heartless than him? Because he is skilled in committing sins, he himself is heartless, like a butcher's doctor. Some butchers, when breaking bones, a splinter of bone enters the eye, so he goes to the doctor. The doctor alleviates the pain by applying medicine, but does not remove the splinter. Then, it recurs again and again, and the doctor only alleviates the inflammation of the eye, but does not remove the splinter, and also takes a lot of money from the patient. When the doctor goes to another village, the doctor's son removes the splinter from the eye. The king is like that doctor, taking a lot of wealth from the world, but does not do any worldly things at all. Here it is said: Greedy for reward, who is like smoke, gathering other harms? Who in the world is more heartless than him? Here it is said: The king should not show mercy to the sinful. If the sinful are not punished, then what will the whole world become?
