The sprout is not perceived in such a simultaneous manner, because without the transformation of the seed, there is no sprout. When the sprout does not exist simultaneously with the seed in that way, there is no otherness of the sprout in the seed. If there is no otherness, then the statement that 'the sprout arises from another' does not exist. Therefore, this view of 'arising from another' should be abandoned. The meaning here is: The nature of things does not exist with conditions, etc. If the self's thing does not exist, how could the other's thing exist? This is what is said. Here, 'conditions, etc.' refers to causes or conditions, or the collection of causes and conditions, or anything else. When the nature is not transformed, the nature of the results does not exist at all, because they have not arisen. If it does not exist, then there is no otherness in the conditions, etc. Because of what exists, is it the characteristic of existence? This is the seventh. When it is the basis, the nature of the results does not exist in the conditions, etc., like a wooden bowl and sandalwood, this is the meaning. That which does not exist in something is not born from it, like sesame oil in sand. If it does not exist, but can arise from those conditions, then why cannot it arise from non-conditions? As it is said. Therefore, this view of dependence has been very well distinguished by the teacher himself by combining the verses, so it is not elaborated. Here it is said: The sprout does not exist simultaneously with the seed. What is said is not reasonable. Just as the high and low of the balance arms are seen at the same time, the sprout will arise when the seed is decaying. In this way, when the seed decays, at the same time, the sprout arises. Therefore, the decay of the seed and the arising of the sprout are simultaneous, so the seed and the sprout are also simultaneous, therefore, to show that it is otherness, it is said: Just as the two ends of the balance, high and low, are seen as not being simultaneous.

If the arising and ceasing of what is to be produced and the producer are simultaneous? Saying that, is there no fault because of that? Even so, if it is one time, here there is no simultaneity, it is not existence. If one imagines the arising and destruction of both what is to be produced and the producer are simultaneous, using the example of a scale, that is not right. Why is that? If again, like the example of a scale, high and low are indeed simultaneous, even so, the actual thing that arises from the example does not have simultaneity, so this is not reasonable. In order to show how it is not existent, it is said: If what is arising is tending towards arising, so it is not existence; what is ceasing is existent, but also wants to tend towards ceasing. At that time, how is this like a scale? What is called 'arising' is manifestly tending towards arising, so it is future; what is called 'ceasing' is manifestly tending towards ceasing, so it is present. Therefore, it is not existence, because it has not arisen, so it is arising; it is existence, because it is present, so it is ceasing. When this is like that, how can it be like a scale? Because the two ends of the scale are present, the actions of high and low exist simultaneously, but for seeds and sprouts, for the present and the future, there is no simultaneity, so this is not like a scale. If one says that although phenomena do not have simultaneity, even so, their actions have simultaneity, that is also not right, because they have not admitted that those actions and phenomena are different. Furthermore, this arising has no agent, nor is it the essence of reason. Whatever is the action of arising, its agent, the sprout, is future, so it is fundamentally not existence. If there is no it, this is impossible to exist without a basis, for non-existence, how can it be simultaneous with cessation? Therefore, action and agent are absolutely impossible to be simultaneous. If a thing has not arisen, where does something exist? That thing that is going to arise, if it does not exist, what will arise? Thus it is said. The meaning of this is: the thing called sprout, some that have not arisen, some before arising
