Because it is associated with suffering, emptiness, selflessness, and so on. Because your reason is to be fully understood. Because it is said that the law contrary to permanence, such as impermanence, is established, and you say that the self-existent person is permanent, which contradicts the meaning you want to establish, so it is not established. Some of the people in their own sect say: Actions are causes and conditions, one after another continuously occurring, arising together with desire and so on, these are bound by desire and so on, hindering liberation and going to good destinies, so bondage is also established. Those who are bound, because they do not hear the true Dharma, do not properly apply their minds, etc., the light of true wisdom arises, eliminating the darkness of ignorance, so they are sure to be liberated from the bondage of desire and so on, therefore liberation is also established. These, when the moment of the result has not arisen, because the moment of the cause has already perished, so it is not permanent either. Because the continuum is permanent, so it is not impermanent either, therefore there is no fault pointed out in both aspects. Here, the Sravaka Sutra school believes that actions are the law of arising and ceasing, free from the fault of permanence and annihilation, these are the samsara bound by desire and so on, and the nirvana liberated from samsara exists, this is their doctrine. In order to answer what they said, the commentator himself said here: The actions of arising and ceasing law, are not bound and not liberated, as before. Just as it was previously shown that it is unreasonable for impermanent actions to have samsara and nirvana, so here, when refuting the doctrine of the Sravaka Sutra school, it is also shown that it is unreasonable for actions that are the law of arising and ceasing, impermanent ones, to have samsara and nirvana. Therefore, as before, it is the same as before, for impermanent actions, samsara and nirvana are unreasonable, just as it was shown before. In order to show that, just as there, in the ultimate sense, the internal actions are unreasonable to become samsara, because they are impermanent. For example, like an external pot.

Just as before, if it is said that conditioned phenomena are samsara, even if they are impermanent, they will not become samsara. And at the time of "conditioned phenomena nirvana, in any way is not reasonable," just as bondage and liberation are not appropriate for impermanent conditioned phenomena. Here, the Sutra school also applies the same reasoning as before, asserting that conditioned phenomena that are subject to arising and ceasing are impermanent, and that bondage and liberation are not appropriate for them. Therefore, the conditioned phenomena that are completely examined by other schools, in reality, samsara and nirvana are not appropriate in any way, because the conditioned phenomena are examined as ceasing moment by moment, or existing at other times, or being permanent, and not being impermanent itself, because they are subject to arising and ceasing. This is both the end of the previous conclusion and a flaw in the reasoning. Therefore, the meaning of this verse is, on the one hand, that for conditioned phenomena that are not certain to exist, whose nature is to cease in a single moment, the state of experiencing the characteristics of bondage and liberation at different times in previous and subsequent moments is impossible, therefore it is explained that bondage and liberation are not appropriate for conditioned phenomena. Alternatively, "conditioned phenomena that are subject to arising and ceasing, will not be bound or liberated," this is because conditioned phenomena that arise together with desire and so on will cease, and for those who are not bound, it is not reasonable for liberation to occur in the subsequent moment, or it is contradictory.
