In short, impermanence should not have rebirth. Or, since it is inferred that impermanent things have the nature of impermanence, there is no rebirth. In order to eliminate rebirth, if a vow is made, there is the fault of eliminating the essence of things. Therefore, it is said, "Even if it is impermanent, it will not be reborn," which is when saying "all conditioned things." That is, the other party infers that all conditioned things are impermanent, therefore, after impermanent things perish, there is no rebirth of rebirth. In order to eliminate rebirth, the vow made by the other party has the fault of eliminating the essence (rebirth) of impermanent things. Similarly, here, internal impermanent conditioned things will not be reborn, just as external impermanent conditioned things are not reborn. If it is thought that since conditioned things, whether permanent or impermanent, should not have rebirth, then will sentient beings have rebirth? This also needs to be refuted.
