Because samsara is inherently without beginning. The Blessed One also knows that the prior limit of samsara is invisible, so he does not admit that he does not know himself. But he knows as it is that samsara has the nature of being without beginning, and the Blessed One has no obstruction in knowing that the prior limit of samsara is without limit, so saying that the Blessed One is not omniscient, that assertion is the speech of evil people who speak without examination, and it is the common language of those who are jealous of the great wealth of others, and it is unreasonable. Therefore, the Blessed One is also established as omniscient, and it should be known that samsara is without beginning. The detailed meaning of the vow will be understood from the Treatise on Examining the Tathagata. The reason for saying "The detailed meaning of the vow will be explained in the context of examining the Tathagata" is that for all things such as samsara, the order of before and after and simultaneous is unreasonable, and in order to prove that the phenomena appearing as things are like illusions, the detailed meaning of the vow will be explained in the context of examining the Tathagata. The examination is enough, and the second chapter will be explained next, and this is the occasion of the first verse. Here, this verse shows that the law of samsara is without beginning and end. Here, "When asked whether the previous limit is visible, the Great Hero said it is not visible.
