There is no dharma that arises without arising. For example, just as a tortoise has no hair, so there is no production of its clothes, which is called an example of incompatibility. For those who have birth, there is the nature of abiding, so there is the dharma of arising, which is called the connection of close combination. Therefore, as the reason for the reason stated, only existence arises, which is called the conclusion and the fruit of measurement. Here, just as a tortoise has no hair, so there is no production of its clothes, these are not existent, but for those who have birth, there is the nature of abiding, so there is the dharma of arising, which is the only existent, therefore, if there is birth, then there is the nature of abiding, so there is the dharma of arising, with the reason of this reason, only existence arises, they say. In response to what they say, the commentator replies that although it has been completely established by merely stating that there is no arising, however, accepting the conventionally known arising, one should examine the abiding in the ultimate truth, and so on.
