སྐྱེ་བ་ཡང་ནི་ཞི་བ་ཉིད། །དེ་ལྟར་གང་གི་ཕྱིར་ཡང་དག་པར་བརྟགས་ན་རྟེན་ཅིང་འབྲེལ་པར་འབྱུང་བ་ལ་སྐྱེ་བ་མེད་དེ། སྒྱུ་མ་ལྟ་བུ་ཡིན་པ་དེའི་ཕྱིར་སྐྱེ་བཞིན་པ་ཉིད་དང་སྐྱེ་བ་ཡང་ཞི་བ་ཉིད་ཡིན་ནོ་ཞེས་བྱ་བ་ནི་དོན་དམ་པའི་རྟེན་ཅིང་འབྲེལ་པར་འབྱུང་བའི་ཚུལ་བསྟན་པ་ཡིན་ཏེ། 出生亦寂灭。如是何故若以正理观察,则缘起无生,如幻化故,是故生起之自性与生亦寂灭也。此乃显示胜义谛之缘起之理。如是何故言缘起者,何为缘,何为起,彼二者自性寂灭且无生故,于说缘起者,生起与生二者亦自性寂灭且无生也。于此,他宗谓依于生而可推知胜义谛之生起,此说非正理,此乃总结。他宗谓中观之理,以未确定自性故,若以比量成立未确定自性,则不成所立。谓依于生而可推知胜义谛之生起,此似能破斥。他人说,依于彼彼因与缘,见瓶生与布生,无有胜于所见之量故。已生未生正生者,如何亦不生。如是所说非理,此谓他宗以生能生已生、未生与正生之事物,世间现见,汝等立彼等为不应理,此非正理也。为答彼所说,释论者于此处说,见戒律等随顺福聚者,谁能遮止耶?彼等乃世俗谛,非胜义谛。是故欲断对于彼等之执着,故造论典,无有罪过也。如是说,戒律之律仪与根律仪等随顺福聚之道者,于世间现见,我等亦不否认,彼等乃世

Birth is also quiescent. Why is that? If one examines correctly, dependent arising has no birth, because it is like an illusion. Therefore, the very nature of arising and birth is also quiescent. This shows the principle of dependent arising in the ultimate sense. Why is it that what is called "dependent" and what is called "arising" are both inherently quiescent and without birth? Therefore, for those who speak of dependent arising, both arising and birth are inherently quiescent and without birth. Furthermore, the assertion of opponents that one should infer the ultimate arising based on birth is not correct. This is a conclusion. Opponents say that because the reason of the Madhyamikas does not ascertain self-nature, if one establishes that self-nature is not ascertained by inference, then the thesis is not established. The statement that one can infer the ultimate arising based on birth seems to be a refutation. Others say that based on such and such causes and conditions, one sees the arising of a pot and the arising of cloth. Since there is no valid cognition superior to what is seen: "What is born, unborn, and being born, in what way does it not produce?" What is said is not reasonable. This means that opponents say that because birth produces things that are born, unborn, and being born, which are manifestly seen in the world, your assertion that these are unreasonable is not reasonable. In response to that statement, the commentator says here, "Who would prevent seeing those who accord with the accumulation of merit, such as moral discipline? These are conventional truths, not ultimate truths. Therefore, there is no fault in composing treatises because one wishes to abandon attachment to these and so forth." Because you are to abandon the attachment to the truly existent in conventional truth, the teacher composed the treatise without fault. The Thirty-ninth fascicle. If it is said that the pot is born and the cloth is born, how should it be determined that these are conventional truths and not ultimate truths? Listen to this. Here, if it is born, it is a pot and cloth, but if it is not born, it is not. For what is already born, since there is no further birth, it is unreasonable to say that the pot and cloth are born. If, even though it is not born, one sets the pot in mind and then attaches a name, saying "the pot is born," then that is merely a convention, because the pot set in mind has no birth. Like this and so on, in order to emphasize that it is unreasonable to generate what is being generated on that based on that generation, it shows the introduction of the following verse. The so-called birth is not in what is already born, nor is it in what is not yet born, therefore saying birth is merely a convention, because it does not exist in the ultimate sense, so there is no generating what is being generated based on that birth. Those who are Particularists think that form and so on, and pots and so on, arise from existence because of the change of time. This shows that all the Particularists, that is, all the Sarvāstivādins, think that the things of the three times arise only from existence, changing from the future time to the present time, and also changing from the present time to the past time, therefore they arise only from existence, and based on that birth, the root birth generates what is being generated. Here, they say that things do not arise from non-existence, but in the future time, the pot exists as the nature of form, taste, smell, and touch, and when that appears in the present time, the nature of the pot changes and arises, and from the present time to the past time it also changes and arises in the same way, therefore based on that birth, the root birth generates what is being generated. Why would the existing thing arise at that time? Because the arising of the existing thing is meaningless. It is thought that if the Vaibhashikas, as they wish, in the state of being unproduced before the arising of things, in the future time, some unproduced objects such as pots and blankets, exist in each of the various causes, or in their collection, or in a direction different from them, then, why would the existing thing transfer from the future time and arise in the present time, and transfer from the present time and arise in the past time? Because the arising of the existing thing is meaningless, so the existing thing will not transfer time and arise. Therefore, it was said, "If it exists, it will not arise." It is said to be a conclusion, meaning that existing things will not transfer time and arise. In this way, this shows that the vow of those who claim that unproduced objects exist before arising, because it is inferred by existence itself, possessing the nature of non-arising, thereby excluding arising, so it shows the fault of harming the inference of those who claim existence. The above verse shows that the vow of those who claim existence is not permissible because there is a fault of harming their own inference. Why? Because their vow is inferred by the existence of things beforehand, therefore, whatever exists has the nature of non-arising, therefore excluding arising, so claiming that existing things arise will harm their own inference. Those who claim existence are those who claim that things arise only from existence. For those who claim time transfer, also because it is inferred by existence itself, with the nature of not transferring to the present time, excluding the transfer to the present time, so the same fault exists. This is the meaning of the verse.
