The characteristic of the twelve links of dependent arising only pervades defiled phenomena and does not pervade purified phenomena. For example, the characteristic of the twelve links of dependent arising, such as "conditioned by ignorance, there are formations," exists only in defiled phenomena and not in purified phenomena. However, the characteristic of this (dependent arising), such as "conditioned by birth, there is cessation," pervades all defiled phenomena and also pervades purified phenomena, such as "if there is no birth, there is no cessation." Furthermore, the root cause of this dependent arising, which possesses eight distinctions such as non-arising, is the manifest cause of all defiled and purified phenomena. The root cause of the twelve links is not the manifest cause of all defiled phenomena. For example, ignorance, the root cause of the twelve links, is only the immediate manifest cause of formations, but not the manifest cause of the remaining links. Moreover, birth, the root cause of defilement in this (dependent arising), is also the manifest cause of all defiled phenomena such as cessation. Therefore, this dependent arising, which possesses eight distinctions such as non-arising, possesses all the characteristics of dependent arising, so, proponent of inherent existence, the meaning of your reason is not established. The reason for considering that non-arising is taught first is because it is taught in this way: Thus, establishing the nature of the treatise, although in the previous explanation, the meaning of the word 'no cessation' was first established, but here, when explaining these, if non-arising is explained first, then explaining non-cessation, non-severance, non-permanence, non-coming, non-going, not different meanings, not one meaning will be easier. Therefore, it is considered that non-arising is explained first. Here, others say: Previously, cessation should also be negated after arising, because cessation precedes arising, just like severance. When they say this, you say: Because samsara has no beginning, there is no fixed order for arising and cessation, therefore, there is no fault in saying 'no cessation, no arising.' If they say this, then here too, according to that order, it should be appropriate to explain non-cessation first, why do you want to explain non-arising first? As an answer to that question, it should be said: Previously, saying 'no cessation, no arising' is not a mistake, because samsara has no beginning, and cessation does not depend on the order of arising, and it is an examination of meaning, so that is what was said. But here, when explaining those meanings, if it arises, it will cease, but if it does not arise, it will not cease. The nature of the cessation of arising is severance, but if it does not arise, it will not be severed. If it arises and does not perish, it is permanent, but if it does not arise, it will not be permanent. If it arises and comes from another place, it is coming, but if it does not arise, it will not come. If it arises and goes to another place, it is going, but if it does not arise, it will not go. If it arises, it is meaning because of different characteristics.
