Among the various states of the body, an increase in the element of rajas is movement. Correspondingly, the collection of places where activity takes place, which becomes its nature, is the mover. If someone says this, then the Samkhya school also believes that the five great elements, namely earth, water, fire, wind, and space, in the various states of the physical body formed from these elements, the three qualities of sattva, rajas, and tamas are universally present at all times. When the element called rajas, which has the nature of movement and change, increases, it is movement. Corresponding to rajas, the collection of places where activity takes place, which becomes the nature of having rajas, that is, the body, is the mover. Therefore, they say: Although movement and mover are the same nature, the mover performs the activity of movement. Therefore, the Madhyamika school says: Because of having activity, one does not perform any activity that one has. The reason for this statement contradicts the obvious facts and also contradicts the mundane. This is what they say. In order to answer this statement, an explanation is given here. That is to say: Because there is no (mover) before movement. There is no nature of it before movement, and if one moves even while staying, it would lead to an unreasonable situation. Therefore, it is said. The view of the Samkhya school is that before movement, there is no collection of places where activity takes place, which corresponds to movement and becomes its nature, that is, the so-called mover, therefore one should not move. Why is that? Because if one moves even while staying, it would lead to an unreasonable situation. If one thinks that even without the mover, one moves before the movement of the earth and other various states of the body in which the element of rajas has increased, then it would lead to the state of not having a mover also becoming a mover when staying, which is unreasonable. This is the conclusion. If someone says that we do not think that the mover exists before movement, because if one moves even while staying, it would lead to an unreasonable situation.
