Two questions of examination are posed. You Madhyamikas say, "In the ultimate sense, the goer does not go because he possesses action," and "Similarly, in the ultimate sense, the goer should not stay because he possesses the action of going." What is the general meaning of this reason you state, "possessing action"? Is it that because one possesses action, one does not perform all other actions? Or is it merely that one does not perform the action that is possessed? Two questions of examination are posed. If, according to the first examination, it is asserted, then there is no example, because one performs actions other than that. That is to say, if it is asserted that because one possesses action, one does not perform other actions, then your Madhyamika examples, "like the stayer" and "like Devadatta whose going has not diminished," are not valid, because the stayer also performs the action of staying, which is other than going, and Devadatta whose going has not diminished also performs the action of going, which is other than staying. Therefore, the statement "because one possesses action, one does not perform other actions" is not valid. If one wants not to do that which possesses, then, even so, the meaning of your Madhyamika's reason, "because it possesses action," contradicts direct perception and contradicts the world, therefore it is not permissible. Therefore it is said, "The speaker speaks words, and the cutter cuts trees," etc. The speaker possesses the action of speaking, and it also appears directly that he is doing that action of speaking, and the cutter possesses the action of cutting, and it also appears directly that he is doing that action of cutting trees. Because wanting not to do whatever action one possesses, this contradicts direct perception, therefore it is not permissible. If asked, how does it contradict the world? Therefore it is said, "Because merely possessing that, one does that," etc. Because merely possessing that action, one does that action, it is renowned in the world. Because wanting not to do whatever action one possesses, this also contradicts the world, therefore that is not permissible, thus it is said. Merely saying that, one explains that action. For the moment, if one wants to consider it like the previous examination, then there is no example, because one does an action other than that. In response to that saying, it is said: For that, here it is not that there is no example, because the one who does an action other than that, the one who stays, etc., because one wants to take it as an example, there is no imputation of fault as stated.
