They say that it is not a condition immediately following. Others say, using the latter half of the verse, "Therefore, it cannot be a condition immediately following. If it ceases, what is the cause?" This also applies to the unborn. The word "also" here should be regarded as related to the unborn. Some explain that because the destruction of the seed and sprout, and the unborn, both do not exist, the cessation and arising of the seed and sprout will both become without cause. This is what the teacher Buddhapālita said. Connect the latter half of the verse, "Therefore, it cannot be a condition immediately following. If it ceases, what is the cause?" with "they explain it this way." The latter half of the verse, "Therefore, it cannot be a condition immediately following. If it ceases, what is the cause?" also applies to the unborn. The word "also" here should be regarded as related to the unborn. The destruction of the seed is also not a cause, and the sprout, which is unborn, like a non-existent sky flower, the cause cannot benefit it, this is its meaning. To illustrate this, it is said, "Because the destruction of the seed and sprout, and the unborn, both do not exist," etc. Because the destruction of the seed and the unborn sprout both do not exist, therefore the destruction of the seed and the unborn sprout both do not exist. If so, because the destruction of the seed and the unborn sprout both do not exist, what will happen? Therefore, it is said, "So the cessation and arising of the seed and sprout will both become without cause." In this regard, if it is considered reasonable that the seed ceases after giving its power to the sprout, but that cessation also does not exist, therefore, the cessation of the seed will become without cause. If it is considered reasonable that the sprout arises after fully obtaining its power, but that fully obtained power is also unborn, therefore it cannot function, so the arising of the sprout will also become without cause. They explain it this way. And "that is not good," etc., are the words of the commentator to prove that Buddhapālita's explanation is unreasonable. If that meaning is admitted,

If you want to understand the meaning of Buddhapālita's commentary, you should connect it to what is said here, that there is such a fault. The phrase "because the cessation of cessation has no cause" means that because the cessation of the seed's cessation has no cause. Because cessation itself cannot provide power, it cannot become a cause. The phrase "if it is thought to arise from something that does not abide" means that if it is thought that after the seed ceases, in the next moment of non-abiding, a sprout will later arise. If you think that way, what is the fault? Therefore, it is said, "Therefore, both cessation and arising will become without cause," if that is the case, both the cessation of the seed and the arising of the sprout will become the fault of being without cause. The phrase "from the opposite situation, there is no fault as mentioned above" means that if it is thought that it arises from the opposite situation of the non-abiding state of the seed's cessation, that is, from the state of the seed not being ceased, then there will be no fault as mentioned above that both cessation and arising become without cause. If there is no fault as mentioned above, what will happen? Therefore, it is said, "Therefore, because this is a flawed statement, the meaning of the thing to be proven and the opposite statement of the proof is obvious," at that time, that is, from the opposite situation, when there is no fault as mentioned above, the interpreter will see this fault. The phrase "because this is a flawed statement" means that Buddhapālita's commentary, because it is a statement that can be seized upon by other opponents, is an unreasonable conclusion. In order to explain how it is a flawed statement, it is said, "The meaning of the thing to be proven and the opposite statement of the proof is obvious," the thing to be proven is that the destruction and non-arising of both the seed and the sprout do not exist, so it must be proven that it is not a cause and condition. The meaning of proof is that cessation is not a cause and condition, this is the dharma to be proven, the destruction and arising of both the seed and the sprout will become a causeless inference. The phrase "the meaning of the opposite statement of those two is obvious" means that what is to be proven is that cessation is not a cause and condition.
