'Is truly existent' is the dharma to be established, here, for the conditions that are the subject, to establish the special dharma that is truly existent in the ultimate sense. 'Because the Thus-Gone One said so' is the establishing dharma, the four conditions, such as the causes, etc., that produce the internal ayatanas are truly existent in the ultimate sense, because the Thus-Gone One said so.
