The word "action" means discernment. Not having action is not a cause. Does it have action, or not? Such are the words. "Those who speak of arising" refers to the Sutra School and the Vaibhashika School. These two points of discernment should be questioned to them, and should be connected in this way. Before the fruit arises, are the causes not devoid of action? Such words refer to the fruit, such as before the arising of eye consciousness, that is, in the state of non-arising, are the causes, such as the eye and form, devoid of action? Do you acknowledge this? This is a question. The words "having action" refer to whether, before the fruit arises, the causes have action. Do you acknowledge this? This is a question. In response to this, if you think like the former discernment, such words refer to the two points of discernment that are questioned to those who speak of arising. In response to this, if you think like the former discernment, that is, before the fruit arises, the causes are devoid of action. If you think in this way, in order for the teacher to refute it, it is said here: Not having action is not a cause. Such are the words. The remainder of the words "producing the fruit," in such words, "word" refers to that whose meaning is fully realized. Although the words "Not having action is not a cause" have been said, as long as the words "producing the fruit" have not been said, the meaning of preventing arising will not be fully realized. Therefore, after saying "Not having action is not a cause," the remainder of the words "producing the fruit" is said. If asked, "Not having action, what is not a cause of?" The answer is, "It is not a cause of producing the fruit." Such is the concluding statement. Why is not having action not a cause of producing the fruit? Those without function are because they are devoid of and separate from the activity of generating the respective results of what is desired to be said and what is desired to be thought. Not producing it, this is taken as the property to be established. Because they are empty, this is taken as the establishing property. For example, just like something different from it, this is applied as a metaphor. It is shown as follows: Whatever conditions, such as form, that are shown as being empty of the activity of producing the result, eye consciousness, those are not what produce the result, eye consciousness, because they are empty of the activity of arising, for example, just like other conditions different from it, such as lineage. It has been shown that previously, in the ultimate sense, the internal sources of arising, etc., do not arise from other conditions of theirs, because they are different entities, for example, like a pot. Or, in the ultimate sense, in order to declare others, the internal sources of arising, such as the eye, are definitely not the conditions that accomplish, because they are different entities, for example, like lineage, etc. Thus, by the reasoning of refuting them, it has been shown as such. If it is said that they are indeed endowed with activity, then this refers to the two crucial points of investigation for those who assert arising. If it is said that one wants the latter investigation, then, before the result arises, the conditions are indeed endowed with activity. If it is thought that way, then, in order to refute it, the teacher said: Endowed with activity, or not? This refers to the case of 'no,' and 'yes' is applied as before. Or, the word 'or' is the meaning of distinguishing investigation, that is, for the conditions endowed with activity, there is also no ability to produce the result, and for the conditions not endowed with activity, there is also no ability to produce the result. Thus, for both situations, it is the meaning of investigating the refutation of arising. Therefore, for the conditions here
