The Buddhas illuminate everywhere, only those who go quickly to bliss. Who are they? Those are the Bodhisattvas up to the first thought of enlightenment, and the noble Maitreya, Manjushri, and Avalokiteshvara, who abide on the ultimate ground. It should be added that it was taught to them. What was taught to them? Therefore, "The precious and supreme dependent arising" and so on were spoken. Here, "The precious and supreme dependent arising" is the basis of distinction, and "not transcending birth, age, lineage, place, and time" and "not common to all non-Buddhists, Shravakas, and Pratyekabuddhas" are its distinctions. Among them, "dependent arising" means: the suchness of all dharmas, without cessation, without arising, without cutting off, without permanence, without coming, without going, not different meanings, not one meaning, is the nature of the pacification of proliferation and the self-nature of quiescence. "Precious" means: dependent arising itself is precious, because it is a solitary place, it is precious, it is delightful, it brings benefit, and it can be the antidote to those who harm, such as non-humans, so it is like a precious jewel, therefore it is precious. "Supreme" means: it is the most supreme among all precious jewels, therefore it is the supreme precious jewel, because all precious jewels arise from its cause. This precious and supreme dependent arising does not transcend birth, age, lineage, place, and time. That is, there is no selection or rejection for them. Among them, "not transcending birth" means: 'This is a god or fire-born, it should be taught to him.' 'This is born in the hells, animals, or hungry ghosts, it should not be taught to him.' Like this, there is no selection or rejection for birth. "Not transcending age" means: 'This is a person of mature age, it should be taught to him.' 'This is a person who is too young or too old,'

To say, "This should not be taught," is to have no discrimination based on age. To say, "It does not transcend lineage," means that this person is of the Brahmin and Kshatriya castes, so he should be taught. This person is of the Jewish and Vaishya castes, so he should not be taught. Thus, there is no discrimination based on lineage. In the doctrines of the outsiders, it says, "To the Vaishya caste, wisdom is not given, the remains are not burned, charity is not given, Dharma is not taught to them, and asceticism is not shown to them." Like this, there is no discrimination. To say, "It does not transcend place," means that this person is born in the central country and lives in towns and monasteries, so he should be taught. This person is born in a remote area and lives in cemeteries and crossroads, so he should not be taught. Thus, there is no discrimination based on place. To say, "It does not transcend time," means that it should be taught in the morning and evening, but not at noon. Thus, there is no discrimination based on time. The precious and supreme dependent arising not only transcends birth, age, lineage, place, and time, but is also uncommon to all outsiders, Shravakas, and Pratyekabuddhas. To say that it is uncommon to all outsiders, "outsiders" refers to those who enter into wrong paths for the sake of Dharma, such as the god of wealth, the great god, Brahma, Samkhya, Vaisheshika, Nyaya, Increase, and the son of Victory. It is uncommon to all of these because they do not have faith in this. To say that it is uncommon to all Shravakas, "Shravakas" refers to those who hear the Dharma from others and bring an end to suffering. It is uncommon to all of these because they also do not have faith in this. To say that it is uncommon to all Pratyekabuddhas, "Pratyekabuddhas" refers to those who, due to the habitual tendencies of being accustomed to solitude and renunciation, do not rely on others and are alone.

Those who attain complete enlightenment through dependent origination. What is uncommon to all of them is that they have no interest in this either. The precious and supreme dependent origination, which does not transcend birth, age, lineage, region, and time, and is uncommon to all heretics, Hearers, and Solitary Buddhas, upon what does it rely to be taught? Therefore, it is said to rely on the conventional truth and the ultimate truth. Here, the Bhagavan, in accordance with the characteristics of means and what arises from means, taught the precious and supreme dependent origination based on the two truths. Among them, the conventional truth is the characteristic of means, and the ultimate truth is the characteristic of what arises from means. Among them, the conventional truth is the characteristic of the object of focus, the characteristic of being related to sentient beings who are liberated and not liberated, speech and what is to be spoken, knowledge and what is to be known, and the characteristic of establishing the relationship between actions and their results. The ultimate truth is the characteristic of the absence of any object of focus. As it is said in the Sutra Requested by Brahma with a Distinguished Mind, 'Brahma, the enlightenment of the Tathagatas is without any object of focus.' In terms of the definitive meaning, 'conventional' (ཀུན་རྫོབ,kun rdzob) means obscuring with a manner that is true and not inverted, it is conventional. 'All' (ཀུན,kun) means in a manner that is true and not inverted. 'Obscuring' (རྫོབ,rdzob) means obscuring and covering, it is a synonym for 'covering'. What obscures what? The conventional truth, which is the characteristic of the object of focus, obscures the ultimate truth, which is the characteristic of the absence of an object of focus. 'Truth' means that the conventional itself is truth, therefore it is the conventional truth. Here some say: If it is summarized in that way, only the conventional becomes truth, and the ultimate does not become truth. In that case, it would contradict the scriptures. In the scriptures it says: 'Son of good family, if the ultimate does not exist, then the practice of celibacy becomes meaningless.' To this, it is said here: It does not contradict the scriptures. As follows, the Dharma
