It speaks of how the Isvara, who possesses the eight qualities, as it is said, becomes the cause of heavens and liberation, as well as the hells of sentient beings, etc. The so-called "merely a vow" refers to what those people think in their minds, and there is no subsequent speculation or clarification about it, that is its definition. Here, "Isvara is" is the subject. "Isvara is not the cause of all beings arising even in the conventional sense" is the proposition to be established. "Because it is the cause of happiness and complete suffering for some" is the reason. "Like a cowherd" is the example, and it should be combined in this way. Among them, "Isvara is" refers to what is generally considered by those who believe that Isvara is the cause, the Isvara with eight qualities as mentioned earlier. Among them, the proposition to be established, "Isvara is not the cause of all beings arising even in the conventional sense," and the reason, "because it is the cause of happiness and complete suffering for some," both exist, therefore it is called the subject. The so-called "Isvara is not the cause of all beings arising even in the conventional sense" means that Isvara is not the cause of all beings, internal and external, arising even in the conventional sense. If viewed from the ultimate truth, would it be the cause of all beings arising? That is its definition. Negating that Isvara is the cause of all beings arising in the two truths is the proposition to be established. The so-called "because it is the cause of happiness and complete suffering for some" is because you say, "Those sent by Isvara either fall off a cliff or only ascend to the heavens." Therefore, Isvara is the cause of happiness for some who are sent to the heavens, and also the cause of complete suffering for some who are sent to the lower realms. It cannot be the cause of all beings arising, and this is the reason for not being able to be the cause of all beings arising. The so-called "like a cowherd" means that, for example, a cowherd helps some cows with grass, water, and milk, etc.

Because beating cattle with whips and the like is the cause of extreme suffering for those cattle. Just as it cannot be said that all beings are the cause of birth, so too, the Lord is the cause of happiness for those beings who ascend to the heavens, and the cause of extreme suffering for those beings who fall into the evil realms. Therefore, it cannot be said that all beings are the cause of birth. If it is said that the Lord is able to cause beings to attain the heavens and the evil realms, therefore it is not established as the cause of happiness and extreme suffering, then the Buddhist's reason is not established. Because saying this about the Lord is speaking incorrectly. If the believers in the Lord cannot defeat us, then the Lord is the cause of my happiness; if the believers in the Lord are able to defeat others, then the Lord is also the cause of extreme suffering for others. Therefore, my reason is not unestablished, it is merely a negation of the cause. Now we must negate the result, therefore, either beings are definitely not solely possessed of the single cause called the Lord, because they are measurable. For example, in the conventional world given by the Lord, things do not arise from it, saying this indicates that even in the conventional world, not all beings arise from the cause called the Lord, this is the negation of the result. Among them, the meaning of "or" is that because it has already been negated that the Lord is not the cause, therefore things are not only not produced from the Lord, but also, by negating that beings are not the result of the Lord, it also shows that things are not produced from the Lord. Here, the word "beings" is the subject of the proposition, and the phrase "definitely not solely possessed of the single cause called the Lord" is the property to be established, and the phrase "because they are measurable" is the property that establishes. The phrase "like the Lord" is the example. The phrase "even in the conventional world, things do not arise from it" is the result of the measure. Among them, beings refers to all internal and external beings, that is,
