It is explained: For the time being, a thing that has arisen does not cause to arise. Why? Because it would lead to endlessness, and because there is no need to do what has already been done. If a thing that has arisen also causes to arise, then a thing that has arisen twice must also arise three times, and a thing that has arisen three times must also arise four times. Likewise, the first to arise and the later to arise would also become the same. If that were the case, arising would become endless, which is undesirable. Therefore, a thing that has arisen does not cause to arise. If, again, what has arisen causes to arise, then the other arising that is said to cause arising is causing what has not arisen. Thus, it is causing what has not arisen. The vow is broken. Why? Because it was unarisen before the first arising, and then it also causes to arise. Therefore, some cause what has arisen to arise, and some cause what has not arisen to arise, which becomes inconsistent. If one thinks so, it is also uncertain. There is no need to do what has been done, no need to burn what has been burned, no need to walk where one has gone, no need to make manifest what has been made manifest, and no need to cause to arise what has arisen. Therefore, for the time being, no dharma that has arisen in that way causes to arise. A dharma that has not arisen also does not cause to arise. Why? Because it does not possess the condition for arising, and because all that has not arisen would become arising. Here, what has not arisen does not possess the condition for arising. Does it cause to arise because it possesses the condition for arising, or does it cause to arise because it does not possess the condition for arising? If that were the case, there would be action without action, going without going, eating without eating, attachment without attachment, hatred without hatred, and delusion without delusion. Because it contradicts worldly conventions, that is also undesirable. Therefore, a thing that has not arisen also does not cause to arise. If
