It is so. "Having skillful means" means that "means" refers to all kinds of causes and conditions. These causes and conditions are for the sake of perfecting the Buddha's teachings, for the sake of fully maturing sentient beings, and for the sake of quickly realizing complete enlightenment, such as the perfection of generosity and so on. Among them, "skillful" refers to sharpness, that is, accomplishing correctly and truthfully. This can be further divided into many kinds, that is, what is said in various places. In short, all the dharmas of a Bodhisattva are completely subdued by conventional wisdom. Afterwards, because it is unattainable in the ultimate sense, it is subdued, therefore it is extremely perfect and extremely pure. This is what is called "having skillful means here," that is, having it correctly is "having." "In order to generate all the Buddha's teachings" means that for Bodhisattvas, all yogas are necessary for accomplishing all the Buddha's teachings. Here it says that "the Bodhisattva's dharma is widely spoken," which is not important, because in some places it says "in order to obtain all the Bodhisattva's dharmas." "Unsurpassed, perfectly equal," and so on, refers to the wisdom that transcends the world, which is truly held by the Buddhas with diamond-like samadhi, which is perfect and equal enlightenment. Among them, "learning" refers to becoming accustomed to practicing yoga after obtaining the ten bhumis in order to obtain the Buddha's bhumi. It is practice, as well as the practice of near-establishment, as well as the practice of reason, as well as the practice of quickly realizing complete enlightenment.
