Because it follows the wise who are skilled in all places. Understanding is because it accomplishes all the benefits of sentient beings. Constancy is because it is uninterrupted. Association is because it abides in various forms. Perfecting all sounds is because in one sound, many forms of sound consciousness dwell closely. Satisfying all senses is because in one, the consciousness of many meanings dwells closely. Not deceiving is because it acts according to what is vowed. Unchanging is because it is well combined in the future. Not rash is because it does not speak rashly. Known throughout all retinues is because it is equally proclaimed to retinues near and far. Possessing all aspects of excellence is because of the perfect accomplishment of worldly meaning and all exemplary dharmas, this is the oral instruction of the teacher. Sixteenth fascicle. Now, Subhuti, what you said, "The Dharma is like the sky," etc., is taught by holding the second phrase with these words. The objects of complete imputation are established by twenty-one aspects, because these establishments are not in this Mahayana, therefore it should be understood as being like the sky.
