So, why is that? Because, like this, abiding in the correct boundary, one does not truly see the increase or decrease of any dharma, which indicates not being distracted by the talk of regional areas. Because, from the ultimate perspective, one understands all dharmas to be empty in nature, one does not see any such dharma as regional areas having good harvests and increasing, or bad harvests and decreasing. This indicates not speaking of the talk of towns, a town referring to a regional area. From "not abiding in accordance with my speech" to "not abiding in accordance with the speech of seers," it indicates not being distracted by the talk of those who, like non-Buddhists, speculate about self and sentient beings, and view them as existing. Furthermore, if one follows the discourse of the Perfection of Wisdom, etc., it indicates entering into correct speech, and if one abides in virtuous intention, one should recognize that one is a non-regressing Bodhisattva. Furthermore, if one diligently engages in the discourse of the Perfection of Wisdom, it indicates entering into correct speech, meaning that no matter what one speaks, one only speaks of guiding sentient beings into the Perfection of Wisdom. From "abiding without separation from the intention endowed with all-knowingness" to "practicing the Perfection of Wisdom, and not abiding in the pursuit of the laxity of wisdom," it indicates abiding in virtuous intention. Abiding without separation from the intention of the thought endowed with all-knowingness, practicing the six perfections, and completely abandoning the unfavorable aspects of the six perfections, one should recognize that one is a non-regressing Bodhisattva, which is what is being indicated. Practicing all dharmas as emptiness, one desires dharma, and is not one who does not desire dharma, which means that the non-regressing Bodhisattva, although understanding all dharmas as emptiness from the ultimate perspective, in the conventional perspective, strives to seek the true dharma.

Its meaning is. That which dwells in the realm of Dharma and does not praise the various different Dharmas is called a "non-regressing Bodhisattva." Because the non-regressing Bodhisattva understands that all Dharmas are empty in their own nature, and become one taste in the nature of the realm of Dharma. Therefore, it shows that they do not delight in dividing the Dharmas into differences such as names and characteristics. It means that they consider the Buddhas, the Bhagavat, and the Bodhisattva Mahasattvas as virtuous friends. For those who have entered the lesser vehicles such as the Shravakas and Pratyekabuddhas, they do not seek virtuous friends, but consider the Buddhas and Bodhisattvas as virtuous friends. Sons and daughters of good families, all those who are of the Shravaka and Pratyekabuddha vehicles, also exhort them to enter into the unsurpassed, perfectly complete enlightenment. To tame, to establish well, means to show that those who have entered the lesser vehicle are introduced into the Great Vehicle by various means. Exhorting is to first make a suggestion. Establishing is to listen and keep in mind. Taming is to correct the faults that have already appeared. Establishing well is to make it firm so that it will not change later. From "Therefore, attending upon the Tathagata, the Arhat, the perfectly complete Buddha" to "Not entering the place where the Tathagata, the Arhat, the perfectly complete Buddha has manifested, being born there, making offerings, and proclaiming the Dharma," it shows that the non-regressing Bodhisattva does not separate from the appearance of the Buddha, and strives to please the Buddha. In order to guide sentient beings, they are born in the desire realm by skillful means, and cultivate the four dhyanas, the four immeasurables, and the four formless absorptions, and attain the power of supernormal cognition. Then, by this power, they are born in the place where the Tathagata manifestly abides. If they possess such signs and marks that please the Tathagata, then it should be known that they are non-regressing Bodhisattvas. Subhuti, furthermore, the non-regressing Bodhisattva
