This is to show that one should recognize that this is a non-regressing bodhisattva. Furthermore, from "named a non-regressing Bodhisattva-Mahasattva" to "very mindful of dependent arising emptiness," like the Shravakas and Pratyekabuddhas, they consider the skandhas, dhatus, ayatanas, and dependent arising to be real, and do not strive to transcend them. If one meditates on the emptiness of the skandhas, dhatus, ayatanas, and dependent arising, then one should recognize that this is a non-regressing bodhisattva. "He does not dwell on engaging in tumultuous activities," etc., shows that a non-regressing bodhisattva does not engage in tumult and does not participate in the evil talks of the world. Why is that? Because that Bodhisattva-Mahasattva is very mindful of the emptiness of sentient beings. This shows that because sentient beings are accustomed to emptiness, thereby overcoming the cause of tumultuous behavior, they do not dwell in tumultuous behavior. "He does not dwell on engaging in the talk of kings." Why is that? Because he abides in the emptiness of inherent nature, he does not truly see anything as good or bad. This shows that he does not participate in evil talks such as praising or slandering kings. It means that because he does not truly see all good and bad dharmas such as praise and slander, he does not participate in them. "He does not dwell on engaging in the talk of thieves." Why is that? Because all dharmas are empty of their own nature, he does not truly see anything as being obtained or stolen. This shows that he is not distracted by evil talks such as whether thieves succeeded or failed in stealing. It means that because he truly knows that all dharmas are empty of inherent nature, he does not see anything that can be stolen by thieves or not stolen and can be retrieved, therefore he does not speak the talk of thieves. He does not dwell on striving after the combination of war talk. Why is that? It is because, like this, he dwells in the emptiness of self-nature, so he does not truly see any dharma, whether small or large. This shows that he is not distracted by talk of military deployments for war. Because in the ultimate truth, he understands that all dharmas are empty of self-nature, he does not say that this assembly of war deployment is large, or this is small, because he does not see any such dharma. This is the meaning of not speaking of war. He does not dwell on striving after the combination of war talk. Why is that? It is because, like this, he dwells in the suchness of all dharmas, so he does not truly see love or hatred in any dharma. This shows that he is not distracted by talk of enemies and friends waging war. Because in the ultimate truth, he understands that all dharmas are of one taste in suchness, it is shown that he does not speak of war that distinguishes between enemies and friends, love and hatred. He does not dwell on striving after the combination of village talk. Why is that? It is because, like this, he dwells in the emptiness of all dharmas, so he does not truly see any dharma, whether gathered or not gathered. This shows that he is not distracted by village talk. Because in the ultimate truth, he understands that all dharmas are empty, he does not say that this village is large and dense, or this village is small and sparse, because he does not see any such dharma. This is the meaning of not speaking of village talk. He does not dwell on striving after the combination of city talk. Why is that? It is because, like this, he dwells in the emptiness of the sky, so he does not truly see any dharma, whether taken or not taken. This shows that he is not distracted by city talk. Because in the ultimate truth, he understands that all dharmas are empty like the sky, in the city market, if the merchandise for trade is profitable, he takes and accumulates it, and if it is not profitable, he does not take or accumulate it, because he does not see any such thing. This is the meaning of not speaking of city talk. He does not dwell on striving after the combination of town talk.
