There are four kinds of fearlessness: fearlessness towards complete and perfect enlightenment, fearlessness towards the exhaustion of defilements, fearlessness towards obstructing dharmas, and fearlessness towards the path of definite liberation. As for complete and perfect enlightenment, etc., fearlessness means taking a vow there and the meaning of rejoicing. The first two are the nature of wisdom and abandonment, which is for one's own benefit. The latter two are for the benefit of others, because they are taught to others. The extensive nature is as in the sutras. Here, the mention of ascetics and Brahmins is to generate pride in wisdom. The mention of gods and demons is for the perfection of the divine eye and knowing the minds of others. Brahma is mentioned because of his great power and so on. The so-called not seeing that cause is the fault caused by the cause that they have overcome. Obtaining happiness, obtaining freedom from anxiety, and obtaining fearlessness mean that the actions of body, etc., are purified in order, so that the hair can stand on end, and adornments, etc., speech without timidity, and inferiority, etc., mind without doubt and timidity, etc. Therefore, in order, take a vow in the supreme position and proclaim the true lion's roar. Turn the wheel of Brahma. Brahma is the Tathagata, because he transcends all worlds. Brahma is theirs. Or Brahma is liberation, for the sake of that meaning it is Brahma's. By the meaning of going, it is a wheel, which is the meaning of the Dharma wheel. The twelve divisions of the scriptures of the Tathagatas are the Dharma. All that is to be expressed is the meaning. The collection of names and so on of those very things is the definite word. Again, all the dharmas of cause are the Dharma. All the dharmas of effect are the meaning. All the languages of sentient beings belonging to the six realms are the definite words, and knowing them separately is, in order, knowing the Dharma separately, knowing the meaning separately, and knowing the definite words separately. In order to show the Dharma and so on to others, the Dharma and so on are each correct.

Manifesting wisdom is fearlessness. This is both that and also individually knowing reality, hence it is fearlessness individually knowing reality. Because of acting without confusion, it is the unconfused dharma, meaning not shared with others. It is also eighteen, as stated in the sutras. Among them, the first is the action of the body, the second is the action of speech, and the subsequent four are the actions of the mind completely purified. The subsequent six are because the Thus-Gone One possesses the basis and fruit of power, and the completeness that has not been attained does not regress. Among them, the basis is desire, the fruit is liberation, and the power is diligence and so on. The subsequent three are because wisdom abides in the actions of body and so on, hence it is the cause of wisdom, and it acts together with wisdom. Thereafter, unattached and unobstructed wisdom enters into the three times, hence there are three, and those six become eighteen. The so-called "no error" means that when arhats and others travel in cities and other places to seek merit, there are harms such as elephants, cattle, fierce dogs, thorns, poisonous snakes, etc., or in quiet places there are fears such as thieves, tigers, etc. Such errors do not exist in all ways for the Thus-Gone One, because he constantly and truly awakens. The so-called "no idle talk" means that when arhats and others get lost in quiet places and make sounds of idle talk, or make sounds of laughter, neighing, etc. due to habits, such sounds do not exist in the Buddha, because he constantly abides in equanimity. The so-called "no forgetfulness" means that when arhats and others lose things due to forgetfulness, or are overdue, etc., such faults do not exist in the Buddha, because he possesses great compassion. The so-called "no non-absorption" means that when these arhats and others enter into samadhi, it is absorption at that time, not at other times. The Buddha is not like that, because he is constantly in absorption. The so-called "no diverse thoughts" means that arhats and others have diverse thoughts about the aggregates not being in harmony, and they generate sorrow.
