是为四者。于现证菩提无畏,于烦恼灭尽无畏,于障碍之法无畏,于决定出离之道无畏。于现证菩提等,无畏者,谓于彼处立誓及欢喜之义。初二者,乃智慧与断除之体性,是为自之义。后二者,乃为他之义,谓为他人宣说之故。体性广说如经中所说。此处亦说沙门与婆罗门,乃为作智慧之增上慢故。说天与魔,乃为天眼与知他心圆满之故。说梵天,乃为威力等大之故。不见彼因者,谓彼等所胜越之因之过失也。获得安乐,获得无忧,获得无畏者,谓次第如是,身等之业清净,谓身毛竖立,及威仪等,语无怯弱,及卑劣等,心无疑惑及怯弱等,是为远离之故。是故次第如是,于胜处立誓,宣说真实狮子吼。转梵天之轮。梵天者,谓如来也。以较一切世间尤为殊胜之故。梵天乃彼等之。又梵天者,谓解脱也。为彼之义故,乃梵天之。以行之义故,乃轮也。谓法轮之义。如来等之十二部经是为法。彼之所诠无余者是为义。彼等之名句等多种之词决定者,是为决定词。又一切因之法是为法。一切果之法是为义。属于六道之有情之一切语言是为决定词,彼等各别了知者,谓次第如是,各别了知法,及各别了知义,及各别了知决定词也。为于其他宣说法等之故,各别如实了知法等。

English

There are four: fearlessness in perfect enlightenment, fearlessness in the exhaustion of defilements, fearlessness in the dharma that obstructs, and fearlessness in the path of definite liberation. Regarding perfect enlightenment and so on, fearlessness means making a vow and rejoicing there. The first two are the characteristics of wisdom and abandonment, which are for one's own sake. The latter two are for the sake of others, because they are taught to others. The characteristics are extensively described as in the sutras. Here, the mention of ascetics and Brahmins is because they have pride in their wisdom. The mention of gods and demons is because they have perfect divine eyes and knowledge of others' minds. Brahma is mentioned because of his great power and so on. "Not seeing that cause" means the fault of the cause that they have overcome. "Obtaining happiness, obtaining freedom from anxiety, and obtaining fearlessness" means that the actions of body and so on are purified in order, such as the hair standing on end, and having dignity, and speech without timidity, and inferiority, and the mind being free from doubt and timidity. Therefore, in order, one makes a vow in the supreme place and proclaims the true lion's roar. He turns the wheel of Brahma. Brahma is the Tathagata, because he is more excellent than all the worlds. Brahma belongs to them. Or Brahma is liberation, and for its sake it is Brahma's. Because of the meaning of going, it is a wheel, meaning the wheel of dharma. The twelve divisions of the scriptures of the Tathagatas are the dharma. All that is expressed by them is the meaning. The definite words of the collections of names and so on of those themselves are the definite words. Or all the dharmas of causes are the dharma. All the dharmas of effects are the meaning. All the languages of sentient beings belonging to the six realms are the definite words, and knowing them separately means, in order, knowing the dharma separately, and knowing the meaning separately, and knowing the definite words separately. In order to teach the dharma and so on to others, one truly knows the dharma and so on separately.

What is manifest is fearlessness. This is both it and the individual correct knowledge, therefore it is fearlessness, individual correct knowledge. Because of acting without mixing, they are unmixed dharmas, meaning they are not common with others. These are eighteen, as it is said in the sutra. The so-called "no forgetfulness" means that, for example, Arhats lose things due to forgetfulness, or miss opportunities, the Buddha does not have these, because he has great compassion. The so-called "no non-samadhi" means that, for example, Arhats are in samadhi only when they are in samadhi, and not when they are not in samadhi.
