Regarding the challenge, "Although having the ability, being the nature of all merits, the Thus Come One, the nature of the complete enjoyment body, is omnipresent, why does he not constantly do what is beneficial?" In order to give an answer, it is said: When the cause is fully matured, to whom and when, which action is beneficial, to that one and at that time, it appears there. The meaning is that the cause is the roots of virtue previously accumulated. Fully matured means having transformed. To whichever sentient being, at whatever time, the action of teaching the Dharma, etc., will later be beneficial, therefore, whoever does that action is called the Thus Come One, because he abides in teaching the Dharma, etc. In order to show an example that is in accordance with these, it is said: Although the king of gods sends down rain, like unsuitable seeds do not grow, although the Buddhas have appeared, those without fortune do not experience goodness. This is easy to understand. So, the place of all merits, the complete enjoyment body, is the Buddha himself. Moreover, if because it is a real thing it is only in one direction, and is the nature of a momentary continuum, then how can it be said that this is pervasive and constant? Regarding such a thought, it is said: Because his activity is vast, the Buddha is definitely said to be pervasive, because that nature is inexhaustible, it is also said to be constant. The meaning is that, like a king, although he is in one direction, in as much of the country as the king's commands are carried out, it is said that the king pervades there. Similarly, the Bhagavan also pervades as much as the realm of space extends, with the various manifestations of the activity of teaching the Dharma to sentient beings, so it is said to be pervasive. Just as the Ganges River flows continuously, so it is called constant. Similarly, the Bhagavan also constantly abides from the palace of the Dense Arrayed Pure Land of Akanishta with the nature of the complete enjoyment body, so it is called constant. The Dharma body is different from the Thus Come One, is made, is completely imagined as different, is a collection of jewels of the qualities of mind. After clearly proclaiming the qualities of mind that have become Dharma, the Dharma-body
