The so-called 'desire for peace' is synonymous with 'desire for liberation'. The fact that the work is not completely completed is because it has become the place of the ethics of giving. One's own learning is not completely completed, and one is mostly unable to teach others. Its antidote is to abide in the realm of the ten powers, because it is the nature of the completion of learning. The ten powers, etc. are mentioned. Transgressing one's own learning is because it contradicts the ethics of patience. Its antidote is the non-degradation of ethics, because in all ways, the ethics of patience itself does not disturb the self-study of the cause of lax ethics. The desire for the lesser vehicle is the opposing factor of the ethics of great joy. Its antidote is to dedicate the complete ethics to complete enlightenment in order to benefit all beings. If it exists, then with the infinite diligence based on the benefit of oneself and others, one will transcend all the actions of discipline, therefore the actions of discipline, etc. are mentioned. 'How many' means how many are the actions of discipline, the nature of ethics that is discipline, benefiting sentient beings, and accumulating virtuous dharmas. 'Following' means protecting. 'That also' means that that action is also combined with the occasion. If it is not so, lax ethics is improper, because it becomes an obstacle to obtaining the fruit of the perfection of ethics - Buddhahood. Therefore, 'if' etc. are mentioned. Rejoicing in other vehicles becomes an obstacle to generating bodhicitta. These are the skillful means of bodhisattvas.

"Even if practicing," means even if one has already practiced. "Thinking to attain Buddhahood," means if one should think, "How should I definitely become a Buddha?" and strive diligently in that way, keeping omniscience in mind.
