It is said, and having committed the deeds of immediate retribution, it is not permissible to abandon this mother. Thus, it is clearly stated in the extensive Mother of the Conquerors. As for "completely and universally turning without exception," some say that initially, in the Deer Park, the Wheel of Dharma of the Four Noble Truths was turned for the noble Kaundinya and others, and this is the inferior Wheel of Dharma. Then, in Rajagriha, on Vulture Peak Mountain, the Wheel of Dharma that reveals the essence and the meaning of direct realization was taught. This is the second Wheel of Dharma spoken with intention, therefore, the sons of the gods said: "How wonderful! In Jambudvipa, we have seen the second Wheel of Dharma being turned." After that, in the Himalayas and other places, the Abhidharma was established, and by distinguishing the three characteristics of the categories, the Wheel of Dharma that reveals the definitive meaning was turned. Therefore, it is said that this is the Wheel of Dharma that is completely and universally turned without exception. Those who say so have not spoken well. Why? The Great Sage did not teach the Dharma in such a gradual manner. As it is said in the Sutra of the Appearance of the Birth of the Tathagata: "Son of good family, after the Tathagatas have attained complete enlightenment, they enter into the samadhi called 'Buddha Extremely Well Manifested Enlightenment.' As soon as they enter into the samadhi of Extremely Well Manifested Enlightenment of the Buddha, the bodies of sentient beings, as many as there are, will abide everywhere. As many bodies as there are, their speech and mind will also abide everywhere." And in another sutra it is said: "How wonderful! Prince, look! In all the Jambudvipa realms, the Sugata is doing deeds here. We all think: 'The Sugata is on the summit of Mount Meru.' In other world realms, the Buddha is very wonderful and rare!" Thus it is said, and the extensive meaning should be known from the Sutra of the Thirty-Three Gods. Furthermore, what is the first of the second Wheel of Dharma proclaimed by the sons of the gods? The first, which is definitely the wheel of Dharma of the four truths, has no scriptural or logical proof. Furthermore, the statement that "the wheel of Dharma is the path of seeing" is also not certain, because some wheels of Dharma are the path of accumulation, some are the path of preparation, and some are between the paths of no interruption. Likewise, the third wheel is not definitive, and the second wheel, the mother of the victorious ones, is definitive, which is a false statement. Whatever can be refuted by reason is established as definitive, and whatever is well established by scripture and reason is established as interpretable, which is extremely confused. However, this meaning will be determined by the Madhyamaka treatises, and this Bodhi is not considered here. Thus, all the wheels of Dharma are turned in various ways, only turning in one instant, but the disciples only hear different lengths of time and different languages. In the Mahayana Sutra called "The Holy Lotus Sutra of the Good Dharma," it is also said: "The Bodhisattvas who emerged from the earth offered to the Lord Shakyamuni for twenty-five intermediate kalpas, but the beings of Jambudvipa and others knew it as one afternoon." It is also said: "This Bhagavan has not passed into Nirvana, but now dwells in a body of form, and when this world is destroyed, this pure land will also remain, and in immeasurable future kalpas he will pass into Nirvana." Therefore, one should be certain that all the wheels of Dharma are turned in various ways, and it is impossible to determine how this is turned with a low-minded thought, as previously said, "Who can count the countless numbers?" The so-called "texts of characteristics" are those from which the nature of things, such as hardness, is shown as the ultimate truth, which are the texts of characteristics. It only shows that it abides in its own characteristics in conventionality, but it is not a treatise that speaks of characteristics, because it is not a definitive characteristic of the meaning that has been promised that conventionality is not a real thing. Appearance means color and shape, such as the flame is round and the color of the fire is purple, and so on. Sign means the mark that indicates, such as the smoke of fire, and so on. Mark means cause, such as the wood of fire, and so on. For each dharma, because all of them are known in one instant, it is omniscient. The so-called impermanence and so on, refers to the eight aspects of each of the four truths, and the eight aspects of their truths. The so-called arising from all vehicles definitively means that according to the wishes of the beings to be tamed, all three vehicles show complete nirvana, as it is said: Monks, I have attained nirvana thousands of times through the nirvana of the hearers. Thousands of times I have completely attained nirvana through the nirvana of the solitary Buddhas. It is also said: The Great Vehicle will frighten people, and here, knowing with the intention of inferior sentient beings, these Bodhisattvas will become hearers, and will even strongly show the solitary Buddha's enlightenment. The reason for saying this is mainly because the path of hearers and solitary Buddhas is taught in the Bodhisattva's treasury, in order to be only familiar with it. Not directly seeing it is because the afflictions that should be abandoned by cultivation are not abandoned, because not abandoning it, therefore not attaining nirvana.
