Even if one has attained understanding, one is not a teacher in all ways because one has not comprehended all dharmas in all ways. The Blessed One is shown to be a true teacher and a complete teacher in the manner described. The teacher who has attained the perfection of the teacher's body is called "endowed with knowledge and conduct." This shows the cause of attaining the perfection of the teacher's body. Among them, knowledge is the correct view. The remaining limbs, such as correct thought, are the feet, because after seeing reality with the correct view, one proceeds with correct thought, etc., as feet. Otherwise, it is impossible to walk without sight and feet, that is his intention. Endowed with these two is endowed with precepts. Alternatively, higher wisdom training is knowledge, higher mind and higher ethical training are the feet. Because wisdom precedes all conduct, it is the foot, because it is the tool for walking. The knowledge mentioned earlier is because of its complete purification, so the discipline and samadhi are completely purified. Wisdom is like an eye, seeing with it, and discipline and samadhi proceed like feet, because they reach the place to be reached, so the three trainings are shown by the name of knowledge and conduct. So, what are these two perfect teachers like? This is shown by the word "Sugata." Because of the wisdom of the path beyond the world and the perfection of abandonment and realization, one proceeds beautifully, so it is Sugata, like "handsome appearance." Or, one proceeds well without turning back, so it is Sugata, like a disease is completely cured. Or, one proceeds without remainder, so it is Sugata, like a vase is completely filled. These three meanings are for distinguishing from non-Buddhists who are free from desire, learners, and non-learners. Thus, non-Buddhist renunciates walk with inverted self and are not beautiful. Learners will be reborn in samsara.

Therefore, it is not going well. Those who are non-learners, because there is an obstacle to knowing all knowable things, so it is not going completely. The activity of this perfect teacher himself is of two kinds: First, the activity of observing sentient beings in the world who have fortune and those who do not have fortune is called worldly knowledge, because he fully knows the world with fortune and without fortune. Therefore, this is called worldly knowledge. In this way, the teacher, the Blessed One, observes with the eye of the Buddha who declines and who prospers, in this way three times during the day and three times during the night. Second, the activity of taming sentient beings with fortune and without fortune is called the unsurpassed tamer of men, because after observing the sentient beings of the world with fortune and without fortune, the Blessed One tames whichever man is to be tamed, is fit to be tamed, or is able to be tamed, and becomes their tamer. Taming is transformation, that is, turning away from the wrong path and placing them on the right path, and generating the distinction of qualities, just like taming horses and so on. Saying "unsurpassed" is to emphasize the meaning of the excellence of taming. In order to show that even those who are difficult to tame, such as the venerable Myojoya, Angulimala, Stenggye Odzung, King Kapiina, and others, who are dominated by desire, hatred, ignorance, and pride, can be tamed. To show where the activity of those with fortune abides, it is called the teacher of gods and men. Although the Blessed One is the teacher of all sentient beings without distinction, because he shows the path to higher realms and liberation. Even so, for whom the noble truths are taught and who are advised to attain the fruits of the ascetic life, the activity of the Blessed One's teacher truly abides mainly in this, and its vessel is also gods and men, therefore it is said to be the teacher of gods and men. Where do these great qualities of self-nature abide?

The so-called "possessor" refers to the Buddha Bhagavan, who reveals his own nature in this way. Because he fully understands the meaning of all things, he possesses the most excellent wisdom, therefore he is the Buddha. Wisdom is made excellent in nine ways: namely, the wisdom of all-knowingness, the wisdom of spontaneous accomplishment, the wisdom that does not need to be taught, the wisdom of abandoning the obscurations of afflictions together with their predispositions, the wisdom of abandoning all knowable obscurations, the wisdom of abandoning distinctions in benefiting sentient beings, the wisdom of practicing all ways in benefiting sentient beings, perfect compassion, perfect inexhaustibility, and perfect incomparability. Because he possesses perfect sovereignty, he is the Bhagavan. The sons of the gods said that, by the power of the Tathagata, they were able to understand the three forms of the moment of arising, which is what is called "Bhagavan" and so on. The so-called "all-knowingness" refers to the forbearance of subsequent knowledge of arising. The word "intermediate" includes the forbearance of knowing the Dharma of suffering and so on. The so-called "accomplishing" refers to producing in a way that is without grasping and without abandoning. The so-called "subsequent holding" refers to approximately showing in a way that does not distinguish the occasions of all obstructing dharmas. That is to say, in the intermediate Victorious Mother, it is said that the Bhagavan, in a way that neither takes nor abandons, perfectly holds the all-knowingness of the Bodhisattva Mahasattvas, which is truly wonderful and so on. The so-called "wonderful" means that in reality, although it is the nature of non-arising, in the conventional, the Prajnaparamita truly produces all-knowingness, therefore it far surpasses all ordinary people. The so-called "very wonderful" means that it transcends the Shravakas and so on. Thus it is said, the Bodhisattva who abides in the Prajnaparamita, by the nature of the Dharmadhatu, does not take to all dharmas.
