The four words "completely abandon all, and manifest" should be combined in order. Because of fully holding the physical eye, divine eye, wisdom eye, Buddha eye, and Dharma eye, therefore, as before, in terms of cessation, the path is shown by the forbearance of knowing the Dharma in cessation. In terms of cessation, knowing the Dharma is the eye. With subsequent knowledge forbearance, because of being separated from the small, medium, and large unfavorable factors, in order to realize the category of noble Dharma, the darkness of ignorance and dimness are made to not exist. In terms of cessation, with subsequent knowledge, in order to hold with certainty, it makes one separate from dimness. Similarly, in terms of the path, with the forbearance of knowing the Dharma, all dharmas are not made. In terms of the path, knowing the Dharma is entering the path. In terms of the path, with subsequent knowledge forbearance, it is omniscience itself. In terms of the path, with subsequent knowledge, it does not generate all afflictions and habitual tendencies and connections of the obscurations of knowledge. Because the path of meditation with defilements generates virtuous dharmas, it is non-cessation. Because it is like an illusion, with the path of meditation that establishes fame, because it naturally exists constantly, it is unborn and unceasing. With the extremely pure path of meditation, it is the accomplishment of excellent benefits, and because its own nature is emptiness, it is the object. Moreover, with the distinctions of small, medium, and large, making the ten powers, and being unconquerable, and making protectors, these three words are spoken in order. Constant is the collection, abiding in that, so the things that arise from cause and condition are called that. Because that is pure, in order to not constantly abide, the uninterrupted path itself, because it abandons all obscurations, is the antidote to samsara. With the path of liberation, all perfect qualities are manifestly attained, so it shows the nature of all dharmas. Thus, those who truly realize suchness, later, as thought, teach the Dharma with the three vehicles, and the wheel of Dharma is turned three times, and the twelve aspects are completely perfected.

Thus, the former teachers explained that the meaning of these should be spoken as such. Among them, regarding what is the Dharma wheel, which is turned in twelve aspects by repeating it three times, the words should be arranged in this way. Among them, the three repetitions are as follows: Monks, this is the noble truth of suffering. It should be truly known, it has been truly known. This is the noble truth of the origin of suffering. It should be truly known, it should be abandoned. It has been abandoned. This is the noble truth of the cessation of suffering. It should be truly known, it should be realized. It has been realized. This is the noble truth of the path leading to the cessation of suffering. It should be truly known, it should be cultivated. I have cultivated. Thus, for all the previously unheard teachings, by properly attending to them, the eye of wisdom without outflows is born because of the meaning of realization. Because of the absence of doubt, it is knowledge. Because it is the true meaning, it is intelligence. Because it is completely pure, wisdom is born. These words should also be applied to each of the three truths. Therefore, each of the four truths is repeated three times, hence it is repeated three times. The four, such as the eye, are also repeated three times, so each truth has three aspects, hence it is twelve aspects. Just these alone accomplish the meaning of beings, therefore, it is repeated three times and pervades in two aspects, like a Dharma wheel, hence it is the Dharma wheel. The sutra spoken first in Varanasi is this sutra. Just as the precious wheel of a wheel-turning king goes in front, and all the hosts of the army follow behind it. Similarly, the sutras spoken by the Tathagata, the lord of all beings in the three realms, go in front, and all the explained teachings arise accordingly. Therefore, this is the Dharma wheel turned by the lord of the victorious land, so it should be said to the Bhagavan Mother in this way. In order to show the supreme nature, the words "How is the Bhagavan" and so on were spoken. The answer was given by Shariputra.
